Duties

The Office of Partnership and Engagement (OPE). OPE coordinates DHS's outreach efforts with senior executives, leaders, and officials nationwide including state, local, tribal, territorial governments and law enforcement, the private sector, and colleges and universities while ensuring a unified approach to external engagement.

OPE advocates and represents interests of these senior executives, leaders, and officials through the Department's policy making process and as a conduit for the Secretary to engage with stakeholders or share information.

The primary purpose of this position is to lead the Department's implementation of the Executive Order on Improving Public Safety and Criminal Justice for Native Americans and Addressing the Crisis of Missing or Murdered Indigenous People (Hereinafter "Executive Order").

Other duties include:
- Coordinate with the Department of Justice, Department of Interior, as well as other federal agencies, on the Department's implementation of the Executive Order.

- Lead the Department's contribution to the Federal law enforcement strategy (Executive Order, Section 2) to prevent and respond to violence against Native Americans, including to address missing or murdered indigenous people where the Federal Government has jurisdiction, and provide DHS input into the plan to provide coordination among the Department of Justice and Department of Interior in efforts to end human trafficking.

- Coordinate and execute tribal consultations in accordance with Section 6 of the Executive Order, coordinating with the Departments of Justice, the Interior, HHS, and Energy regarding implementing sections 2 through 5 of the Executive Order.

- Other duties as assigned to support the Deputy Assistant Secretary of Intergovernmental Affairs and Deputy Assistant Secretary for State, Local, and Tribal Law Enforcement in tribal affairs activities.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*

Qualifications

Qualifications required:
  • Ability to form working relationships with diverse audiences, including geographically and culturally diverse Tribal Nations, as well as other elected and appointed officials and their staffs, and associations that represent their interest.
  • Knowledge of national trends, changing practices, analyses, and congressional actions affecting Tribal Nations sufficient to provide leadership with strategic guidance and advice on course of action and outreach activities.
  • Skill in educating and communicating orally and in writing with clarity, tact, and diplomacy to promote effective presentation of policies, priorities, programs, and activities to external stakeholders in various settings.
  • Ability to obtain cooperation and support to resolve issues among stakeholders within and outside an organization, including other federal organizations, external groups, and key government and private sector individuals that might impact response to DHS policies, programs, and initiatives.
  • Expert written communication skills to prepare comprehensive reports, briefings materials, issue papers, and other documents in order to present specialized/technical material to non-specialists and DHS executives.
  • Self-starter with the ability to multi-task and take on an assignment and/or portfolio and see it through to completion with minimal guidance.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
