This Notice is issued under direct-hire authority to recruit new talent to occupations for which there is a severe shortage of candidates. We have been granted "Direct Hire Authority" or DHA. The incumbent selected will work in one or more of following specialties: Policy and Planning, Network Services, Enterprise Architecture (ENT/ARCH), Data Management, Security(INFOSEC), Internet, Systems Analysis, Systems Administration, Applications Software, Customer Support, Operating Systems, IT Project Management, or IT Program Management.

Duties may include: (This is NOT an all-inclusive list):

GS-13 and/or GS-14
  • Performs a broad spectrum of technical and analytical duties focused on the information technology management discipline requiring the design, development or adaptation of statistical, technological and managerial methods, models and techniques.
  • Works with teams in assessing the feasibility, and managing the implementation, of emerging technologies and services within the Federal community and in providing cost benefit analysis of technology solutions to address customer needs.
  • Evaluates new systems engineering technologies and their effect on the operating environment and analyzes capabilities in response to customers' operational requirements.
  • Develops and presents solutions to enhance organizational and operational efficiency relative to providing quality product offerings and increasing revenue production.
  • Performs complex, sensitive, high-level IT work characterized by an exceptional degree of difficulty and responsibility.
  • Responsible for managing a variety of duties related to the implementation of various IT projects including: identifying customer needs and requirements, analyzing systems requirements and environments, and ensuring compliance with GSA policies and standards.
  • Conducts research to develop or acquire new IT products/services that will increase systems end user efficiency. Develops and designs methods and processes for testing, demonstrating and prototyping new technologies.
  • The employee reviews and evaluates contractor proposals; develops performance and/or systems standards, and monitors performance including conformance with price and schedule provision of task orders as needed.
  • Provides expert technical support, coordination and advice in the future planning and integration of agency-wide IT needs.
  • Works with policy officials to develop guidelines and procedures for agency-wide use of computer application systems.
  • Analyzes cybersecurity and risk management program objectives and processes to determine whether changes in policies, procedures, or organizational structures are efficient and effective; and
  • Collaborates with internal and external stakeholders, leadership and regulatory officials, and meeting with industry partners, and Federal, and State and local agencies to identify and recommend modifications or additional IT services, products, and/or solutions.
  • Conducting software and cloud related strategic planning, industry analysis, and National Institute of Standards and Technology (NIST) based supply chain risk management

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation or investigation level will be determined for the position you are selected
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

Starting pay for the GS-13 depends on the duty location of the selectee.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:
  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

Specialized Experience is performing work of a senior Information Technology Specialist providing expert advice in two or more of the following IT specialties: IT project management, data management, network services, systems analysis, systems integration, systems administration, applications software/hardware, customer support and/or security.

Starting Pay for the GS-14 depends on the duty location of the selectee.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:
