Job Announcement

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an innovative, motivated and qualified Transportation Planner II to join the Capital Projects and Traffic Engineering Division. This position is primarily responsible for coordination and design of multi-modal projects within Fairfax County. In a dynamic and quickly evolving environment, this position will provide a rewarding experience for an individual invested in achieving the County’s ambitious active transportation goals. Responsibilities include:

  • Assisting in developing, scoping, planning, managing, and reviewing intersection, roadway, bicycle, pedestrian, and other multi-modal transportation facility studies and project plans.
  • Providing routine planning, traffic engineering, and design analyses and reviews for these projects and studies.
  • Coordinating studies, plans, reports, and special assignments within the department and with other county, state, and federal agencies, consultants, elected officials, special interest groups, and citizens.
  • Managing contracts, including consultant selection, contract evaluation and negotiation, and contract approval.
  • Managing transportation studies, including processing, analyzing, and reporting results and providing recommendations to Board of Supervisors’ office.
  • Using Access and ArcGIS to create and evaluate potential multi-modal transportation projects; using ArcGIS to maintain relevant map layers, version editing to maintain interactive web maps.
  • Preparing and attending public hearings, workshops, community, state and national events, and presenting information to senior leadership and/or elected officials, residents, community associations, and other agencies.
  • Preparing and communicating technical reports, correspondence, status reports, meeting summaries, official items for Board of Supervisors’ consideration, and other documents, as required.
  • Required to drive to multiple sites to attend meetings.
  • Performing other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

UNDERFILL REQUIREMENTS:
This position may be underfilled as a Transportation Planner I (Grade S22; $56,957.47 - $94,929.54 Annually).

The employment standards for the Transportation Planner I are:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field.

Underfill candidates must be able to meet the minimum qualifications of the Transportation Planner II within two years of the job announcement's closing date by 02/10/2025.

Applicants hired at the Transportation Planner I level will be non-competitively promoted to the Transportation Planner I I level upon successful completion of an underfill agreement.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.
  • The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Thorough knowledge of the principles and methods of traffic engineering and analysis.
  • Two years of experience in using Geographic Information System (GIS) tools, database software, design software, and/or traffic analysis tools.
  • Strong project management skills, ability to organize and coordinate multiple projects and assignments, and establish priorities.
  • Experience in preparing and reviewing transportation or traffic analysis.
  • Experience in coordinating with local and state government entities, including elected officials.
  • Excellent written and oral communication skills, strong negotiation skills.
  • Ability to establish and maintain effective working relationships with fellow employees, public officials, and the general public.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor. Incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may be required to lift up to 25 pounds. Ability to walk, bend, stand, and drive a motor or county vehicle. All duties performed with or without reasonable accommodations.
