Job Announcement

The Fairfax County Health Department is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.

As part of the expanding Division of Emergency Preparedness and Response (EP&R), under the supervision of the Training and Exercise Coordinator, this position supports the Fairfax County Health Department’s public health emergency preparedness training and exercise program, including:

  • Planning, developing, implementing, facilitating, and evaluating preparedness training for agency staff, Medical Reserve Corps (MRC) volunteers, response partner organizations, and the community.
  • Conducting research on best practices and industry standards in adult education methods, public health, and emergency management topics and implementing this research to improve the quality and effectiveness of training.
  • Delivering emergency preparedness training presentations to diverse audiences in a variety of settings.
  • Creating and managing online training modules using eLearning software and web-based platforms.
  • Analyzing metrics and developing reports to evaluate the effectiveness of the trainings offered inclusive of local, state, and federal compliance and program expectations.
  • Assisting in the development of curriculum support content such as presentations, handouts, videos, job aids, alternate versions of existing materials, instructor manuals, online courseware, and additional products.
  • Contributing to the Multi-Year Integrated Preparedness Plan.
  • Ensuring compliance with all local, state, and federal guidelines (e.g. NIMS, CDC, HSEEP) related to preparedness training. Collecting, analyzing, developing, and disseminating reports documenting compliance with local, state, and federal mandates (e.g., NIMSCAST, CDC reporting).
  • Serving on the Health Department’s Incident Management Team (IMT), serves on an on-call roster, and is expected to fulfill a leadership role during emergency responses.
  • Providing critical training support services to increase the Health Department’s capability to respond to a wide variety of natural and man-made emergencies, including acts of bioterrorism and natural disease outbreaks.

Note: The salary offer for this position may not exceed the midpoint (or $79,579.97) of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Health Department positions are designated as emergency responders in the event of a public health crisis. This position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”)
Graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, or a closely related field; plus three years of professional experience in curriculum development, delivery of training courses, needs assessments, and/or facilitation of team-building exercises.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license
  • CPR required within 60 days of hire
  • AED required within 60 days of hire
  • Certificates of Incident Command Systems training- NIMS 100, 200, 700, and 800 within twelve (12) months from date of hire

NECESSARY SPECIAL REQUIREMENTS:
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.
  • This position is considered essential personnel for purposes of continuity of operations and may be required to respond during inclement weather or emergency situations.
  • The appointee to the position must satisfactorily complete a criminal background check, child protective services registry check, and driving record check.
PREFERRED QUALIFICATIONS:
  • Knowledge and understanding of public health emergency preparedness.
  • Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP), the National Incident Management System (NIMS), the National Response Framework (NRF), the Incident Commend System (ICS), the Center for Disease Control and Prevention's (CDC) Public Health Preparedness Capabilities, Federal Emergency Management Agency’s (FEMA) Comprehensive Preparedness Guide (CPG) 101, and other recognized standards and best practices in public health emergency preparedness and emergency management.
  • Experience developing and implementing evidence-based training programs and strategies related to public health.
  • Two to four years of professional experience in training administration with an emphasis on emergency preparedness and/or emergency management training.
  • Comprehensive knowledge of the principles, practices, and techniques of adult learning theory and tools used to develop and deliver adult course curriculum
  • Advanced skills in Adobe Captivate, Adobe Presenter, SharePoint, Microsoft PowerPoint, Excel, Word, and Outlook.
  • Previous experience educating and/or serving as an instructor for adult learners, and well as experience delivering oral presentations to diverse audiences in formal and informal settings including classroom, virtual, hybrid, and e-learning environments.
  • Exceptional organization, time, and project management skills that reflect an ability to manage multiple, time-sensitive priorities, projects, and deliverables with excellent attention to details.
  • Demonstrated proactive approaches to problem-solving.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences.
  • Completion of ICS 100, 200, 300, 400, 700 and 800.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Incumbent must be able to lift or carry up to 25 pounds. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally works in an office environment but is also required to perform job duties outside of a typical office setting (e.g. healthcare facilities, warehouses, shelters) including outdoor settings in all-weather conditions and nighttime hours. Ability to drive a personal or county motor vehicle. All duties performed with or without reasonable accommodations.
