Job Announcement
Serves as the expert for assigned clinical programs and front-line problem solver for technology and data related issues. Serves as the Informatics expert for clinical and business program areas as assigned. Serves as the primary agency-wide instructor for the electronic health record (EHR) to train new employees, existing staff, and supporting contractors. Develops curriculum for training of the EHR and coordinates scheduling. Analyzes business operations and recommends procedural and operating improvements. Manages, collects, and analyzes data in support of assigned program areas including the State Performance Contract, surveys, and county initiatives. Works u nder the general administrative supervision of the CSB Clinical Informatics Manager.
Independently performs ongoing quality assurance functions for assigned program areas and participates in testing of EHR changes. Assists in general informatics work by assisting with helpdesk calls, consulting with Security & Access staff, and assisting in testing and setting up system configuration as requested. Participates in assigned area and agency-wide teams and projects related to general IT and EHR functioning. Coordinates and integrates program area activities with the CSB planning and information management team.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Visual acuity required to read data on monitor. Ability to operate keyboard driven equipment and communicate on phone and in person. Ability to travel to various CSB sites to provide coaching, training, and support. Ability to climb stairs, lift up to 15 lbs, and carry technology equipment. All duties performed with or without reasonable accommodations.

- Experience in development of curricula and educational materials
- Experience in teaching end-users (in-person and virtually)
- Work experience in an IT or technical environment specifically with requirements gathering, design, and implementation of IT solutions within a government entity (specifically within human services systems and/or public health).
- Knowledge of effective business analysis methods, practices, and techniques.
- Demonstrated experience in requirements analysis, project management, application design, user training and documentation.
- Experience with various technical tools - specifically, MS SharePoint environments, and MS Teams.
- Proven ability to work independently, or in a team environment; must have the ability to establish and maintain effective working relationships.
- Excellent customer service skills with the ability to interact in a friendly, service-oriented and professional manner with internal and external customers.
