Job Announcement

This position is located in the Pennino Building in Fairfax, Virginia. Under the supervision of the Child Care Program Administrator II, reviews and analyzes the processes and technology of the Office for Children automated case management and financial system used by the Child Care Assistance and Referral (CCAR) program, to ensure accuracy, thoroughness, timeliness and compliance with federal, state, and local performance standards and mandates. Monitors a variety of programs and analyzes information and statistics using specialized software. Maintains the functioning of a host of program data systems and ensures appropriate coordination with other state, federal, local and corporate systems such as CCMS or VaCMS to enable funding, payment, and reimbursement. Consults with staff about database issues concerning design, management and maintenance of case records. Evaluates reporting needs and requirements, and creates report packages to address customer, management, and staff request. Provides computer training, technical assistance and coaching to staff. Writes reports, instructions, and necessary documentation. Delivers oral presentations and updates. Facilitates staff information technology issues, identifies and resolves computer-related problems. Implements CCAR strategic planning; serves on CCAR management team, and leads CCAR quality assurances effort, is a member of the OFC IT team. Develops computer-related training manuals for CCAR staff and vendors.

Analyzes business operations;
Studies, researches, and conducts cost/benefit studies evaluating existing or proposed systems;
Assists in the preparation of short- and long-range information technology plans;
Prepares performance measure reports;
Conducts discussions with agency representatives to review, evaluate, and analyze existing systems;
Defines problems and information processing requirements;
Recommends procedural and operating improvements;
Identify needed automation support;
Administers specialized departmental systems; performs day-to-day maintenance of systems;
Identifies and tests system enhancements;
Evaluates system performance and makes recommendations for increased efficiency;
Identifies business needs and business process improvements;
Represents the agency in new system implementation;
Participates in the evaluation of design elements;
Assists technical staff in developing and preparing system design documents;
Develops, conducts, and coordinates acceptance testing;
Advises technical staff in designing systems outputs and formats;
Assists in determining causes of system problems and works with technical staff to determine appropriate corrective actions;
Acts as intermediary between users and technical staff to resolve problems;
Participates in developing user training manual;
Provides training to users;
Coordinates and oversees maintenance and inventory of agency hardware and software;
Works closely with agency IT technical staff;
Develops and provides technical briefings for staff on new services and system components;
provides technical support and training to users of installed software;
Attends training workshops, product demonstrations, conferences, and technical briefings;
Stays abreast of technology changes;
Provides assistance to other staff as needed;
Serves on committees and task forces and undertakes special projects as assigned.

Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a Child Protective Services check.

PREFERRED QUALIFICATIONS:
  • Child care administration experience; familiarity with CCAR, OFC, and DFS issues,; experience with relational database concepts and structures, data extraction, Crystal reports, SQL reporting and Microsoft Office.
  • Proven leadership abilities in a team environment.
  • Excellent verbal and written skills. Experience as a trainer/mentor. Supervisory experience.
  • Ability to explain technical terms and processes to staff and the public using non-technical language.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer.
Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings.
Ability to use automated technology.
Sufficiently mobile to attend meetings and make presentations.
Ability to communicate clearly and concisely, both orally and in writing.
