Duties

As a Financial Systems Specialist you will:
  • Serve as the technical expert who identifies the need for training for financial specialists in areas, including, but not limited to, transaction input and processing, data review and reconciliation and document audit; develops and presents training and provides daily on-the-job training and guidance.
  • Prepare procedural documentation, manage projects and systems requirements, test system upgrades, develop reports, upload, and extract data and maintain data integrity of financial and other databases.
  • Evaluate and make recommendation for financial activities and systems; develop methods and techniques and select data and/or processes to be evaluated. Identify issues or improvements in areas such as compliance with internal controls, internal processing efficiency and full integration of internal processes with services provided by the Interior Business Center (IBC) to ensure effective processing between PSA and IBC.
  • Develop methods for and conducts analyses of financial transaction workflow and activities. Document processes and system requirements and chart workflow. Based on analyses, design, and recommend internal procedures to ensure appropriate internal controls, separation of duties and optimal utilization of the Interior Business Center (IBC). After approval, prepare written internal procedures and update as necessary.
  • Approve obligation processing and/or the programs system and associated automated systems/applications. Assist the Unit Chief in the development of policies, create procedures and training materials, serve as the Agency's point-of-contact, conduct review of activities, coordinate, and assist employees, and maintain all associated files and records.
  • Review and submit financial documents and records for accuracy and adequacy of both the document and supporting transactions. Correct or reconcile records as required. Identify recurring or systemic errors or problems and recommend solutions. Revise procedures and/or provide additional training as necessary.
  • Work with staff of the IBC to improve processing and develop internal procedures that complement those of IBC. Provide background information and history on financial systems and transactions to facilitate IBC's service to PSA.
  • Serve as senior staff member in finance and accounting, coordinate work of the function and provide guidance and assistance to staff.
  • Conduct program and agency level financial reviews and complete projects that provide advisory services to senior level management officials regarding financial systems data.
  • Perform data quality control, manipulation, and system administrative duties within an automated financial system used by the Agency.

    10. Will be required to complete a Confidential Financial Disclosure Form within 30 days of appointment and annually thereafter.

    Telework: PSA supports the use of telework to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework based on supervisory approval and in accordance with the Agency's telework policy.

    Qualifications

    To qualify for this position, you must meet the specialized experience requirement below.

    Specialized Experience: To qualify for this position, you must possess one year of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-11 grade level. Specialized experience is defined as preparing procedural documentation, managing projects and systems requirements, testing system upgrades, developing reports in reporting tool, extracting data, and/or maintaining data integrity of financial and other systems.

    NOTE: Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.

    There is no education substitution at this grade level.
