This position is located in the Office of the Chief Banking Officer (OCBO). The incumbent works under the immediate supervision of the Chief Banking Officer (CBO) and serves as a Deputy Chief Banking Officer on the evaluation of the operation and the efficiency of the management of OCBO and its programs. The Office of the Chief Banking Officer is responsible for the loan, guarantee and insurance products, and the overall relationship management of the Bank's external clients.

The Deputy Chief Banking Officer is responsible for supporting the Board of Directors, the management of EXIM's external client relationships and transactions, and product structure, design, and delivery. The Deputy is responsible for providing financial assistance in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position pursues OCBO-wide program and policy initiatives and coordinates the implementation; develops recommendations for the OCBO regarding policy, processes, and issues; assists in managing the loan applications, administration, and processes; manages special assignments as designated by the CBO and serves as an expert resource consultant for the staff of the OCBO.

At the full performance level, duties include, but are not limited to:
  • Serves as a key member of the senior staff in the Office of the Chief Banking Officer. Provides guidance and counsel to EXIM SVP's and staff of the OCBO as necessary. Assists in the establishment of OCBO objectives, program goals and alerts EXIM SVP's regarding guidelines and needed results. The incumbent plays an important role in the development, implementation and improvement of processes and programs within the OCBO.
  • Identifies and prioritizes issues requiring the attention of the Chief Banking Officer concerning all offices within the OCBO. The incumbent develops recommendations for the Chief Banking Officer and implements decisions with respect to staff allocations, personnel requirements and selection, operating program and administrative budgets, training requirements, and program and logistics support to staff for productivity and performance. Researches and evaluates views on processes, management, and programs for the OCBO and makes appropriate recommendations to the CBO. Oversees coordination of decisions made by the CBO with other groups within the EXIM.
  • Serves as a liaison/spokesperson to institutions, such as other U.S. government agencies and the Hill. Advises the CBO on how these institutions' policies and objectives effect EXIM's operations and programs.
  • Develops and manages directives from the Chief Banking Officer to the CBO Offices concerning transaction and portfolio related issues. · Coordinates procedures for OCBO with other areas of the EXIM. Coordinates with the CBO and other Office SVPs in the OCBO in the formulation and execution of initiatives related to process, quality, and productivity improvements. Facilitates communications within OCBO and other EXIM Offices, Divisions and Groups.
  • Analyzes reports and procedures regarding transactions and performance, then provides technical direction to OCBO staff., i.e., the short-, medium- and long-term guarantee and insurance activities of OCBO. These reports will illustrate the variances from established policies and recommend the follow-up action needed by the CBO. Analyzes the data to recommend improving the OCBO regarding efficiency, customer service, transaction specific issues and general management concerns.
  • Facilitates Board correspondence and requests through appropriate SVP's.
  • As a Deputy, the incumbent is responsible for sharing with the CBO in all responsibilities both technical and administrative. This position has delegated supervisory and managerial authority which is exercised on a recurring basis in the absence of the Chief Banking Officer.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government. Specialized experience includes:
  • Experience providing technical direction to staff and performing required follow-up actions regarding unique financial transactions based on analysis and evaluation of agency financial transactions, performance reports, and related policies.
  • Experience overseeing an effective financial transaction and portfolio management process to identify, manage, monitor, and reduce loan risks inherent to complex project financing.
  • Experience representing an organization or agency at forums, discussions, committees, and conferences to discuss loans, financial transactions, and portfolio related policies and issues.; AND
  • Experience serving as a supervisor, team leader, or project manager of financial professionals for an organization.
Education cannot be substituted for experience at the GS-15 grade level.
