The Rail Operations Planning department is looking to fill the position of Manager, Transit Route & Support Branch. This position will provide back-up to the Assistant Director of Rail Planning and Scheduling, including preparing train schedules in HASTUS software for regular picked work and weekly modifications for track work.

The right candidate will have experience in transit scheduling and HASTUS software, detailed oriented, and flexible for changing priorities and able to work under deadlines. The position will help train and mentor staff who are responsible for scheduling service, along with assist with the HASTUS software upgrade.

Minimum Qualifications

Education
  • Bachelor's degree in Business Administration, Public Administration, Transportation Planning, or a related field with courses in transportation planning or other directly related field
  • In lieu of a bachelor's degree, a high school diploma or equivalent (GED) and four (4) years' experience in planning, developing, analyzing, overseeing and evaluating transportation routing, service and fare programs

Experience
  • A minimum of eight (8) years in senior management with experience in planning, developing, analyzing, overseeing and evaluating transportation routing, service and fare programs

Certification/Licensure
  • N/A

Preferred
  • Master's degree in Transportation Planning, Civic Engineering, or a related field with courses in urban/transportation planning, or other directly related field

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Manager, Transit Route and Support Branch directs and evaluates the activities and functions of the Transit Service Planning Branch. The incumbent develops plans and proposed policies that provide appropriate guidance to senior-level management; supervises and assures the quality and timeliness of transit service planning and evaluations to permit cost-effectiveness and efficiency. The employee develops service policies and programs to maximize ridership and revenue; analysis and evaluation of proposals to modify transit service levels; conducts public hearings for service changes; develops budgetary materials; develops demonstrations and innovative transit service proposals. The Manager, Transit Route and Support Branch further carries out activities, setting priorities, assuring the quality of work, and preparing useful final products.

Essential Functions
  • Directs the production of transit service plans and planning studies and determines the data collection and analysis requirements to meet these needs. Takes and coordinates all remedial actions necessary to ensure high quality data for transit service analysis.
  • Supervises the development of transit service for bus and rail systems, and preparation of requests for changes in these areas for Washington Metropolitan Area Transit Authority (WMATA) Board of Directors action.
  • Leads staff to perform analysis operations plans, including production of monthly assessment reports of the rush period operation, and provides accurate and timely ridership reports and sound ridership analysis.
  • Maintains training plan for occupied position and corresponding staff to ensure the office is capable to produce accurate and enhanced ridership and National Transit Database (NTD) reports for stakeholders.
  • Provides critical information in the development of the operational and service aspects of Authority budgets, proposing and analyzing options, examining tradeoffs, and providing operational information on implications of alternative courses of action.
  • Develops, with input from WMATA staff and local government decision makers, transit service planning policy; and coordinates Authority plans and programs with jurisdictional staff. Makes presentations to these groups, delivers speeches and maintains a liaison with technical, political, and professional organizations.
  • Manages the activities in the Transit Service Planning Branch of the Office of Intermodal Planning (IPLN), establishing priorities, giving work assignments to supervisors, determining due dates, providing policy guidance, and reviewing products for quality, accuracy, utility, policy sensitivity, and style. Makes critical staffing and workload allocations, assures fair and equitable treatment of staff, and manages employee grievances. Monitors and ensures timely submittal of status reports and manages the development and execution of the annual office budget.
  • Leads the staff of the Transit Route and Support Branch of IPLN, motivating staff to provide high quality and timely products managing the distribution of resources, and administering personnel procedures.
  • Maintains current knowledge of techniques, procedures, technology, and other developments in planning and scheduling which may be applied to the Authority's programs to increase their effectiveness, attract additional riders, and minimize costs.
