Transportation Project Manager
(Urban Planner III)
An Overview
The Urban Planner III (Transportation Project Manager) will act as a Project Manager for multimodal capital projects rooted in the City’s Complete Streets principles and supports the implementation of the City’s Vision Zero Action Plan to improve traffic safety. The Transportation Project Manager should be a self-motivated problem solver who can provide guidance and assistance to Transportation Engineering and Transportation Planning staff in such specialized areas as project management initiatives, grant funding opportunities, multimodal improvements, high-crash corridor investigations, conceptual designs for traffic calming treatments, and data analysis. This position will perform tasks under the general supervision of the Transportation Engineering Division Chief, and conducts multimodal investigations received from a Deputy Director or the Director of Transportation and Environmental Services (T&ES).

Minimum & Additional Requirements
Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies and five years of relevant planning experience or two years and a Master's Degree; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Four-Year College Degree with five years of relevant planning experience in urban settings or three years with a Master's Degree of which at least two years of experience is in increasing individual role responsible for complex projects, perform best practices for project management, and reports in the public sector or in private consulting.
Two years ore more of project management experience. Appropriate professional certification such as AICP, PE, RLA, LEED AP, RA.

Transportation Project Manager: Major Work Objectives FY23-FY24
- Complete Project Management trainings and implement PMP processes for responsible project management.
- Develop a thorough understanding of the StreetLight Data platform to analyze data and prepare reports on transportation trends and before-after project analysis.
- Manage the entire planning phase of capital projects including project identification, community engagement, analysis, and concept design for several capital projects with Complete Streets elements. Act as the project sponsor and coordinate with the Department of Project Implementation during the project design and construction phases.
- Write grant applications to secure projects funding and manage project budgets
- Procure and manage consultant teams to support project planning, community engagement and project design
- Organize, facilitate, prepare materials and graphics and present at community meetings to engage with the public
- Communicate project information by creating and maintaining project websites, graphics and social media and responding to 311 requests
- Coordinate with the Vision Zero Program Manager to advance traffic safety projects and programs in support of the City’s Vision Zero Action Plan including intersection geometry improvements, intersection safety improvements, new sidewalk and bicycle lanes evaluations.
- Represent the City at meetings involving regional partners and stakeholders as the Complete Streets and traffic safety subject matter expert.

- Thorough knowledge of modern principles and practices of city/urban planning and multimodal transportation Planning.
- Ability to apply work programs and similar methodologies to the City’s project management. standards initiative which allows successful execute the planning stage of an improvement project
- Abillity to present complex issues to a non-technical audience
- Ability to prepare technical reports.
- Ability to use urban design best practices and standards.
- Ability to develop creative approaches to solve complex problems.
- Ability to establish and maintain collaborative working relationships will all people.
- Ability physically to work out-of-doors under adverse conditions.
- Ability to communicate clearly and effectively, both orally and in writing, relaying technical information in a non-technical way.
