Qualifications
In order to qualify, you must meet the experience requirements, for the grade in which you are applying to, described below. Your resume must clearly describe your relevant experience.
For GS-12: You must have at least one full year of specialized experience, comparable in scope and responsibility to the GS-11 level in the Federal service (obtained either in private or public sectors), supporting agency-wide implementation of an agency's records management program. This must include activities such as: (1) developing short-term and long-range planning for a records management program in accordance with National Archives and Records Administration (NARA) and other federal guidelines; (2) assisting all levels of management and personnel in setting up, maintaining, controlling, and disposing of files; (3) participating on special projects related to records management, document imaging, and electronic record-keeping; and (4) providing procedural guidance for an organization's records management program.
For GS-13: You must have at least one full year of specialized experience, comparable in scope and responsibility to the GS-12 level in the Federal service (obtained either in private or public sectors), overseeing the day-to-day operations of an agency's records management program. This must include activities such as: (1) directing and executing short-term and long-range planning for a records management program in accordance with National Archives and Records Administration (NARA) and other federal guidelines; (2) identifying procedures to improve the effectiveness and efficiency in the life cycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, and final disposition) of an organization's records; (3) serving as the primary resource for management and staff with questions regarding records; and (4) providing policy interpretation and oversight of an organization's specific records management program(s).

Part-time or unpaid experience: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

As the Records and Information Management Specialist in this position, you will:
- Prepare, direct, and execute short- and long-range planning for the agency's records management program in accordance with the Federal Records Act and NARA regulations.
- Provide policy interpretation, procedural guidance, and oversight of agency-specific records management programs.
- Manage special projects related to records management, document imaging, and electronic record-keeping.
- Determine records to be retained, transferred, or disposed of under retention schedules, including the proper processing of records.
- Provide guidance to all levels of FEC management and personnel in setting up, maintaining, controlling, and disposing of files.
- Organize training and briefing opportunities for new employees, senior management, program managers, and annual training for all agency employees.

- You must be a U.S. citizen or national.
- You must be able to pass a background investigation.
- Males born after 12/31/1959 must be registered or exempt from Selective Service (see Legal and regulatory guidance below).
- You may be required to serve a 2 year probationary period.
- Direct Deposit of Pay is required.
- You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.
- Status candidates must meet time-in-grade/band requirements (52 weeks at the next lower grade).
- The full performance level of this position is GS-0308-13. If selected at the GS-12, upon meeting regulatory and performance requirements, you may be promoted non-competitively.
