Duties

Prepares guard force, maintenance and new implementation of security equipment (cameras, intercoms, digital recording systems, turnstiles and detection equipment) contract specifications and establishes general office performance standards and instructions.

Coordinates the activities of the contract guard force assigned to the Bureau of Prisons' (BOP's) Central Office.

Must obtain certification as the Contract Officer Representative (COR) and monitor the contract for security to ensure compliance and the BOP's interest is not compromised.

Develops and implements a training program to ensure employee compliance with BOP policies and procedures as it pertains to physical security.

Reviewing authority for contractor files and security policies and practices generated by Government Accountability Office (GAO) and/or Congress.

Maintains liaison and close personal work contact with members of the security staff, contract guards and other designated representatives, Main Department of Justice (DOJ) Building Manager, local fire and police department representatives, Federal law enforcement officials, etc.

Assists with overseeing the administration of six regional sites for security logistics.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

There is no substitution of education for specialized experience for this position.

OR

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience developing, refining, and implementing security programs such as crime prevention, physical computer security, control of building entrances, and effective use of keys, security devices and entrance badges.
  • Experience working with and knowledge of BOP policy/procedures specifically in the area of Correctional Programs/Services and how the policies relate to the operation.
  • Experience coordinating and providing security for special events.
  • Experience working with a contract guard force ensuring compliance to the contract and resolving problems associated with the guard force.
  • Experience with electronic surveillance equipment used to provide security to BOP occupied areas.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $103,619 per annum ($49.65 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
