Duties

The USCG is announcing a challenging Senior Executive Service career opportunity to serve as the Deputy, Force Readiness Command. The Deputy is responsible to the FORCECOM Commander for the overall development and implementation of Coast Guard policy and programs to integrate training performance, lessons learned, strategic analysis, strategic planning, and administration of the Coast Guard's readiness program.

In addition, the Deputy:
  • Provides executive level guidance and direction as a supervisor of senior military and civilian staff (GS-15 or O-6) across the FORCECOM enterprise to include all training centers with the exception of the U.S. Coast Guard Academy.
  • Ensures effective and efficient mission performance at all organizational levels, evaluates the mission performance of the FORCECOM enterprise by measuring key outcomes/outputs and identifying potential gaps that may impact workforce readiness, and provides strategic guidance to the FORCECOM Commander on workforce readiness and provides executive level oversight in the establishment of new programs to enhance mission effectiveness and customer service.
  • Develops and establishes readiness strategies, policies, and programs ensuring that they are aligned with the Department of Homeland Security and Coast Guard strategic priorities.
  • Represents the FORCECOM Commander at inter-service, national, and international conferences, meetings and symposia and services on Service, Department, and inter-agency committees of equivalent status.
  • Consults with and advises senior personnel and management officials of the Department of Homeland Security, Office of Personnel Management, General Accounting Office, Department of Defense and other Federal and local departments and agencies on matters relating to Coast Guard training programs and the improvement of training, education and readiness services in the Federal government.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. Your resume must demonstrate that you possess the knowledge, skills and abilities to successfully perform the duties of this position.

Mandatory Technical Qualification (TQ1): Demonstrated ability to lead a large, multi-mission organization's readiness program that includes development and implementation of military and civilian policy and programs that integrated performance-based training, continuous life-long learning and education, performance assessment, strategic analysis, strategic planning.

Mandatory Technical Qualification (TQ2): Demonstrated results-driven leadership and ability to provide strategic guidance and advice on workforce readiness, modernized training delivery, innovation, and executive level oversight in the establishment of new programs to enhance mission effectiveness, promote Service readiness, and transform talent management.

Mandatory Executive Core Qualifications (ECQs)

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this Executive Core Qualification (ECQ) is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Additional information

Selectee will be required to successfully complete a one-year probationary period in the SES, unless he or she is exempt based on previous successful completion of such probation. Any required investigations and clearances or waivers must be completed before a selectee is placed in this position. Selectee must file an Executive Branch Personnel Public Financial Disclosure Report (SF-278) upon appointment in accordance with the Ethics in Government Act of 1978.
