Duties

    Organizational Change Senior Program Manager: Serve as the organizational change lead for the DHITMO. Responsible for the development and execution of change management strategies, plans, risk mitigation tactics, and stakeholder adoption. Communicate HIT Modernization Program objectives to various audiences and enable the design, development, and management of critical communications and outreach efforts. Conduct impact analyses and access change readiness for digital services adoption. Coach teams through transitions and support the design and delivery of training programs. Coordinate with Project Managers to integrate change management into project plans and inform readiness assessments. Serve as a Contracting Officer Representative: Review contractor invoices for accuracy and inspect goods and services. Facilitate informational meetings and project coordination activities, review contractor weekly and monthly schedules and financial status, and ensure recorded performance aligns with contract quality assurance and performance requirements. Supervisory Responsibilities: Assign and direct the work of subordinates and evaluate work performance. Solve problems related to the work assignments and determine materials, equipment, and resources. Facilitate and manage support of subordinates regarding management policies, agency mission, and goals to achieve program objectives and procedures related to human capital, employment rights related to labor management, equal employment opportunity and bargaining unit rights, entitlements, and terms and conditions.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving as a lead in Organizational Change that includes developing and implementing change management strategies and plans for large scale IT efforts resulting in maximizing employee adoption and usage of required change. Activities include coaching individuals, applying structured, adaptable, repeatable methodologies to enable individuals to successfully move through change, leveraging change management methodologies, processes and tools, developing change management plans, managing the change portfolio and levering project management best practices.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
