Senior Development Manager Marketing Statement:

WMATA's Division of Real Estate and Development is seeking a Senior Development Manager to lead complex public/private real estate developments identified in WMATA's 10-Year Strategic Plan for Joint Development. The position will oversee WMATA's efforts to engage development partners, negotiate and close on transactions, support design and construction activities, and coordinate with local jurisdictions on project funding and entitlements. The ideal candidate will bring 8 + years of multi-faceted public/private development experience and a passion for advancing TOD in the DMV.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in Real Estate, Business Administration, Urban Planning, Finance, Architecture, law or a related
    • In lieu of a Bachelor's degree, a High School Diploma or General Equivalency Diploma (GED) with four (4) years of experience involving real estate development in required in addition to the below experience

Experience
  • A minimum of eight (8) years of progressively responsible experience involving real estate development, business negotiations, project management, site development/design, entitlements and urban planning
  • Three (3) years of experience supervising technical consultants is required,
  • Applicants should have demonstrated success negotiating transactions and agreements with private sector developers and governmental agencies

Certification/Licensure
  • N/A

Preferred
  • Bachelor's Degree in Real Estate, Business, Urban Planning, Finance, Architecture, Law or a related field

SUMMARY

The Senior Development Manager is a professional and supervisory position leading complex public/private real estate development and implementing WMATA's 10-Year Strategic Plan for Joint Development. The incumbent is responsible for leading all aspects of joint development including drafting solicitations, evaluating and selecting development partners, negotiating business terms and transaction and legal agreements that involve confidential information, closing on property conveyances, and compliance with local, Federal and WMATA policies. The position requires extensive coordination within WMATA to plan and construct new transit facilities and external coordination with local jurisdictions to refine project goals, secure public infrastructure funding and entitlements.

ESSENTIAL FUNCTIONS
  • Oversees a multidisciplinary team of professional staff and design, development, financial and legal consultants to implement all phases of joint development including oversight of the project post-closing.
  • Leads developer selection process including drafting solicitation documents, evaluating proposals, negotiating key business terms, managing confidential information, and recommending selection.
  • Negotiates all transaction documents, including joint development agreements, purchase and sale agreements, ground leases, easements, covenants, maintenance agreements, amendments and renegotiations.
  • Coordinates the design, construction, funding, contracting and approvals of transit facilities with other WMATA departments and reviews plans and monitors construction.
  • Develops joint development and land disposition strategy for Metro owned properties.
  • Represents WMATA at public hearings and meetings with local and Federal governmental agencies, elected officials, property owners, developers, tenants, and design/development professionals.
  • Builds relationships with public and private sector industry leaders and deepens knowledge and expertise of public/private development, TOD and regional market conditions through engagement with industry associations.
