Duties

  • Identifies and evaluates potential international development activities, based in part on meetings with potential or existing DFC private sector clients, DFC investment officers, other U.S. Government officials, and other stakeholders.
  • Delivers presentations to senior officials from throughout DFC concerning potential international development activities, and engages in discussions with those senior officials concerning those activities.
  • Works on implementation of international development activities, including reviewing work performed and communicating with beneficiaries of these activities.
  • Performs business development, monitoring, and evaluation work that will include occasional travel to developing countries.
  • Analyzes active Agency projects to determine how the Technical Assistance Program could best support future Agency projects in ways that include, but are not limited to, regional, sectoral, and strategic priority focuses.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) utilize international development expertise acquired through extensive work on international development activities benefiting low and/or middle-income countries; and 2) make decisions concerning the preparation, vetting, approval, and/or implementation of international development activity work scopes and/or budgets.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability : The duties of this position are suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment : Selection may require completion of a 1-year probationary period.
