Duties

The OSH Division is responsible for the legal work arising out of the Department's administration and enforcement of the Occupational Safety and Health Act of 1970 (OSH Act) as amended, and the anti-retaliation provisions of several other statutes. This includes providing legal advice to Department officials; assisting in litigation by the SOL field offices; conducting litigation before the Occupational Safety and Health Review Commission and federal district and appellate courts; providing legal services in connection with rulemakings related to safety and health standards and regulations; representing the Department vis-a-vis other federal agencies, the legislative branch, states, private sector groups, and members of the public; reviewing state plans; and providing legal services in connection with OSHA's voluntary programs and compliance assistance efforts.

The incumbent is responsible for coordinating and overseeing key administrative functions for the OSH Division, including purchasing/budget, travel, correspondence tracking, and records management. The Incumbent:

Serves as the first line supervisor for the OSH Division's legal assistant support staff, consisting of two Legal Assistants. Subordinates provide direct support to OSH attorneys and supervisors across all areas of the OSHA program. Assignments to specific areas are made considering priorities, the difficulty and requirements of the work, and the relative capabilities and level of training of the subordinates.

Discusses assignment needs with Division leadership and Counsels as necessary to ensure maximum productivity and effective use of support staff.

Participates in the development and implementation of administrative procedures and controls for the Division, including for office purchasing/budget activities, travel management, correspondence tracking, and facility-related issues.

Supports the Division's record management programs, helping to ensure that files and other records are systematically maintained in a manner that ensures all staff have ready access to needed documents.

Ensures the office is able to meet its legal research needs with access to standard and specialized sources (e.g., BNA, PACER, and Westlaw).

Oversees design and maintenance of all office systems relating to the Division's budget (including travel and training) and assures that spending is tracked on a per-expenditure basis, to assure object class balances are maintained in an up-to-date manner.

Responsible for ensuring subscription lists are maintained for necessary periodicals and ordering books and other research materials necessary to assist attorneys in the performance of their duties.

Assists attorneys and other OSH staff when necessary to resolve computer software or hardware issues or problems with other office equipment (e.g., phones or copiers), and takes the lead on important space and facility projects. Arranges for servicing and repair of office equipment and furniture and serves as a liaison with building management staff on facility-related issues.

Serves as the Division's primary source of support with respect to travel. Oversees preparation of travel authorizations and submission of travel vouchers at the conclusion of TDY travel.

Provides administrative support necessary to assist staff with registration for and access to training courses. In some cases, this may involve preparing paperwork to obtain reimbursement for training expenses from OSHA or other sources.

Independently prepares routine correspondence and memoranda and arranges for timely photocopying, mailing, and distribution of documents, as necessary.

Assists with personnel-related tasks and actions, including handling paperwork related to position descriptions, performance standards, and appraisals, and oversees the onboarding and offboarding of Division staff.

  • Requires supervisory probationary period if requirement has not been met.
  • This position is outside the bargaining unit.


If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

For the GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.

Specialized Experience Statement:

Specialized experience at this level is experience that has equipped the applicant with specific knowledge necessary to support an office or operational environment from an administrative support perspective, to include experience with purchasing/budget, travel, correspondence tracking, and records management tasks. Relevant experience may involve managing human resources actions, recruitment processes, and on boarding and separation processing; an ability to manage executive correspondence; knowledge of automated systems necessary to carry out administrative functions on behalf of the management staff (e.g., word processing, spreadsheets, presentations, email, scheduling, travel, budget, personnel, matter management, and/or other comparable software and systems); knowledge of document management/recording procedures; developing administrative directions and an ability to take direction. Must also have experience complying with confidentiality and privilege requirements in an organized legal office.

OR

Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B, or J.D., if related

OR

An equivalent combination of specialized experience directly related to the work of the position and some graduate level education in a related field which has provided you with the necessary knowledge, skills and abilities to perform the duties of the position.

For the GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service.

Specialized Experience Statement:

Specialized experience at this level is experience that has equipped the applicant with specific knowledge necessary to support an office or operational environment from an administrative support perspective, to include experience with purchasing/budget, travel, correspondence tracking, and records management tasks. Relevant experience may involve managing human resources actions, recruitment processes, and onboarding and separation processing; an ability to manage executive correspondence; knowledge of automated systems necessary to carry out administrative functions on behalf of the management staff (e.g., word processing, spreadsheets, presentations, email, scheduling, travel, budget, personnel, matter management, and/or other comparable software and systems); knowledge of document management/recording procedures; developing administrative directions and an ability to take direction. Must also have experience complying with confidentiality and privilege requirements in an organized legal office. Must have experience coordinating and overseeing the completion of administrative tasks (e.g., purchasing/budget, travel, correspondence tracking, records management) or experience serving as a first line supervisor to support staff, including developing performance standards and handling leave requests.
