Duties

As a SUPERVISORY PROGRAM MANAGER (CHIEF STRATEGIC TRENDS AND EFFECTS) at the GS-0340-15 some of your typical work assignments may include:
  • Direct and manage the implementation of a portfolio of programs and projects designed to posture agency resources to maximize DTRA's cumulative effect against pacing WMD threats, while minimizing the risk of strategic surprise. Prepares program-wide and individual project plans, strategic research agendas, acquisition baselines, acquisition strategies, implementation plans, and resourcing and budget execution plans.
  • Establish realistic portfolio/program-wide and individual project goals, metrics and priorities; provides for the timely dissemination of program results, and keeps SI Management, the DTRA Director, relevant OSD Offices including ASD(NCB) and OUSD(A&S), and other key customers informed of progress and significant accomplishments. All actions are executed within federal acquisition guidelines.
  • Formulate and manage the Strategic Trends Research Initiative (STRI), sponsoring studies and dialogues with interagency partners and allies focusing on strategic stability, countering weapons of mass destruction, and issues related to Great Power Competition. Ensures STRI studies are drawn from a wide base of research methodologies and performers, including both established national security experts and researchers at the cutting edge of their respective professions.
  • Oversee the execution of approved activities, maintaining both Operations and Maintenance (O&M), and Research, Development, Test and Engineering (RDT&E) portfolios, through DTRA contracts, Military Interdepartmental Purchase Requests (MIPR), or Interagency Reimbursable Orders (IACRO). Monitors all contracts, MIPRs, and IACRO activities to ensure that products and services acquired by the Strategic Trends Research Initiative are consistent with requirements and best acquisition practices.
  • Lead cross-cutting activities to analyze specific topics of mission interest, facilitating the involvement of members from diverse missions within DTRA, DoD, the Interagency, academia, international partners and private sector. Develops resourcing plans and associated acquisition materials to secure related capabilities.
  • Manage the development of authoritative analytical products, including strategic trends reports, mission effect assessments, table top exercises and critical examinations of national security concerns to drive strategic planning within DTRA. Designs, sequences, manages, and executes a broad range of workshops and Table Top Exercises (TTX), drawing upon a proven background of running strategic-to-operational TTXs for the Defense Department and the broader national security community.
  • Plan, organize, and carry out complex and multi-dimensional studies, engagements, and over-arching analyses bringing together both civilian, military, contractor, academic and private sector expertise, to examine the most intractable problems facing the Department, such as those associated with regional use of WMD, dual-use threats, integration of conventional and non-conventional forces, adversarial development and fielding of advanced weaponry, and Great Power Competition below the level of armed conflict.
  • Design, manage, and execute wide-ranging assessments of DTRA activities to determine the effects of DTRA actions on the operating environment, and against long-range strategic objectives and outcomes. Identifies and measures specific indicators of effect to determine how well DTRA programs mitigate risk for warfighting partners, or change the state of the operating environment to buy-down risk to mission accomplishment.
  • Characterize the future battlespace relative to anticipated changes in the threat terrain, its supporting networks, evolution of the operating environment, and/or anticipated mission impacts due to the realization of specific high priority or high consequence threats.
  • Analyze, and articulate CWMD strategies at the tactical, operational and strategic levels of warfare and articulates how all instruments of national power may be leveraged in an integrated manner to dissuade, deter or disrupt adversarial threat networks within the operating environment.
  • Supervise and lead a staff of civilian, military, and contractor personnel, including subordinate civilian and military supervisors. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Establishes performance expectations and standards across all subordinate organizational units and ensures equity across all performance standards and assessments within the STED.

Qualifications

This position is being filled under DoD Direct Hire Auth 5 U.S.C. § 9905, 10/15/2021.

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Expert experience of Weapons of Mass Destruction Topics and Issues, Understand the concepts, and application thereof, pertaining to research, development, testing, evaluation, acquisition, employment, storage, and elimination of weapons of mass destruction (WMD) including chemical, biological, and nuclear matters. Additional understanding in enabling technologies, i.e. unmanned aerial systems, missiles/rockets, cyber intrusion/hacking, etc. Strong background in the development of dialogues and table-top exercises that examine these issues.
  • Experience in nuclear, chemical, and biological weapons and their related enabling technologies, i.e. missiles, dissemination techniques, etc.
  • Subject Matter Expert on conducting DoD or interagency (IA) events, i.e. exercises, seminars, or conferences, regarding WMD topics or other associated political-military issues, i.e. biosecurity, regional security, arms control, etc.
  • Experience with regard to writing, editing, and/or publishing scholarly works about national security concerns, such as those concerning Great Power Competition, conventional-nuclear integration, CWMD operations, nuclear deterrence and escalation, biological or chemical weapons use, other emerging mass-effect threats, or joint force capability shortfalls. ****SAMPLE OF RELEVANT WRITTEN OR PUBLISHED WORK MAY BE REQUESTED PRIOR TO INTERVIEW****
  • Conduct analysis on "over the horizon" CWMD threats in order to provide actionable recommendations to senior decision makers. Lead and manage a team of subordinates to produce well documented, thoughtful and well written products.
  • Direct and manage the implementation of a portfolio of programs and projects designed to posture agency resources to maximize DTRA's cumulative effect against pacing WMD threats, while minimizing the risk of strategic surprise. Prepares program-wide and individual project plans, research agendas, acquisition baselines, acquisition strategies, implementation plans, and resourcing plans.
  • Manage, plan, program, budget and supervise the execution of specific WMD threats, actors, or risk-reduction efforts across multiple geographic areas, with several interagency and international partners.
  • Establish realistic portfolio/program-wide and individual project goals, metrics and priorities; provides for the timely dissemination of program results, and keeps SI Management, the DTRA Director, relevant OSD Offices including ASD(NCB) and OUSD(A&S), and other key customers informed of progress and significant accomplishments.
  • Formulate and manage the Strategic Trends Research Initiative (STRI), sponsoring studies and dialogues with interagency partners and allies focusing on strategic stability, countering weapons of mass destruction, and issues related to Great Power Competition.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years..
