Duties

As a Supervisory Management Analyst, you will perform the following duties:
  • Responsible for analysis and control of the projects business activities; maintain continuous surveillance of schedule milestones for all project systems and all activities; develop operating budget and cost estimation. Require knowledge of the substantive nature of agency programs and activities; establish objectives & assessing progress and skill in coordinating activities of several units and making adjustments to meet changing requirements within available resources.
  • Manage Project Support Branch and Budget and Finance Branch staff; point of contact for technical interchange discussions to ensure systems requirements, budget, and schedules align with transition to operations and sustainment events; conduct evaluations of current and future contracting opportunities, making recommendations, project plans, agreements, integrated cost estimates as well as schedule for transition for operations.
  • Manage OSGS Budget and Project Support functions through subordinate Branch Chiefs; directly supervise the Management and Program Analyst, Budget and Finance Branch Chief, Project Support Branch Chief, and an Administrative Officer; oversee management of property and attends OSGS and NESDIS management meetings as develops appropriate mitigation strategies. Maintains accurate business reports for status and reference purposes; and develop and implement best practices to obtain maximum effectiveness and efficiency within OSGS.
  • Perform the full range of Supervisory functions: planning/assigning/reviewing work, dev performance standards; giving advice, counsel, or instruction to employees on both work and admin matters; interview candidates for subordinate positions; hear and resolve complaints, effecting minor disciplinary measures; identify developmental and training needs and provides guidance to subordinate supervisors as needed. Responsible for planning/evaluating programs, designing organizational structure for improving organizational effectiveness and efficiency.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-5 is equivalent to the GS-15.

* A one-year supervisory probationary period may be required.
* Payment of relocation expenses is not authorized.
* This position is not in the bargaining unit.

  • Qualifications

    EDUCATION: There is no positive education requirement for this position.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZA-5 or GS-15 level:
    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
    • Presiding over staff in an organizational headquarters;
    • Providing guidance and recommendations to senior leadership to facilitate the positive resolution of identified conflicts, issues, and shortfalls; and
    • Acting as a program's subject matter expert on workforce management and administrative functions.


    Education

    • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).     • Education completed in colleges or universities outside the United States may be used to meet the above requirements.     Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates.   • A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  • A copy of your latest performance appraisal including your rating; and
  • Any documentation from your agency that shows your current promotion potential.
