Duties

The Technical Team Lead is responsible for ensuring successful and consistent operations and integration of complex business applications across several branches of the organization.

Leads staff of IT Business Analysts and IT Systems Analysts. Contributes to key activities in the design, development, implementation, and support of existing and new applications. Leads major and minor projects to include, but not limited to, integration, application replacements, and upgrades through the entire life cycle from needs analysis and requirements gathering through development, deployment, rollout, training, and transition to post-deployment support. Participates in evaluations of third-party software to determine if it will meet business and operational needs. Performs data analysis and business process evaluation to assess current state and recommend technical solutions.

Collaborates with MRI, MR Directorates, consultants and vendors on technology solutions and software selection. Interacts with key stakeholders to establish and maintain strong relationships to understand user satisfaction and opportunities.Leads projects to implement quality solutions within the agreed upon scope and schedule. Manages project activities and delegates tasks and assignments.

Manages and leads staff on small to medium size service requests from the business. Motivates, resolves issues and keeps the supervisor and management informed for decision making purposes.Creates and distributes requested reports to update the management on the team's progress. Creates and manages artifacts relating to new and existing IT projects. Ensures compliance with cybersecurity guidelines and procedures. Monitors budget and contract for ongoing operations and new projects.
Establish and maintain strong communication with other branches within the organization and other departments in IT. Coordinating with IT peers and supervisors on cross-team projects, requirements, and resource needs. Directs, administers, and controls the day-to-day operations and activities of projects and programs in assigned areas. Ensures that the team and other IT members are responding to and troubleshooting reported problems pertaining to the application performance and reliability. Monitors scope and prioritization of work assignments for support and maintenance activities, ensuring timely completion and efficient work distribution.
Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending, and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.

Occasional travel to complete work assignments, conduct training or attend conferences and meetings. Performs other related duties as assigned.
This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelors' Degree in Information Technology or Business related field appropriate to the work of position AND five years of experience OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Must possess strong interpersonal and communication skills (verbal and written) with the ability to relate to people at all levels in the organization while in an office and/or virtual setting. Must have strong leadership and collaboration skills. Must have solid understanding of project delivery methodologies and Software Development Life Cycle. Demonstrated ability to deliver on deadlines and commitments through effective organization, planning and prioritization. Must have experience implementing and/or managing large business applications for a national company, with preferred experience to include international implementation and management. Must possess a solid understanding of information gathering and documentation to support IT Business Analysts through project lifecycle phases. Must possess a solid understanding of data flow integration between large applications in order to support IT Systems Analyst roles and responsibilities.

Eligible for incremental telework as determined by MR/MF policy.
