Duties

The Department of Energy's (DOE) Loan Programs Office is looking for a dynamic, innovative, seasoned executive to lead a team of individuals that actively cultivate stakeholder engagement and communicate LPO's value proposition, channeling energy innovators towards the appropriate loan solicitations and providing guidance on the submission of strong applications. This individual will also serve as a key expert in energy markets and will have a significant role in shaping LPO's outreach and business development strategies for all three LPO programs. This individual will also oversee the functional tasks associated with executing such strategies.

As the Director Outreach and Business Development you will:
  • oversee a division of LPO to outline strategies and business development plans to help LPO identify potential loan opportunities.
  • leverage experience and understanding of financing challenges in the energy industry to explore potential LPO solutions, building synergies between internal stakeholders (e.g., origination division, legal, technical, Office of the Secretary, etc.) and external stakeholders (e.g., energy companies, financial institutions, federal agencies, etc.).
  • work with OBD team and other LPO divisions, as necessary, to help provide responses on the eligibility of a project.
  • supervise the maintenance of a databank of LPO stakeholders, including market participants, project sponsors, investors, lenders, vendors, influencers, industry groups, etc.
  • identify data capture and data mining opportunities. Improve outreach and business development metrics, tracking and reporting activities.

  • identify and develop a high volume of lasting relationships with market participants and stakeholders, continually creating new leads. Organize and lead informational meetings with potential loan applicants.
  • shape and deliver strategies to continually review and improve LPO's market profile, making recommendations for image management and enhancement.
  • Coordinate with LPO External Affairs and other relevant DOE offices, as necessary, to collaborate on the development, drafting and communication of LPO's outreach and business development strategies and rollout plans.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance

DRUG TESTING: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected, you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position, you will be subject to random drug testing while employed.

Qualifications

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

1: Leading Change : Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
2: Leading People : Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven : Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen : Ability to manage human, financial, and information resources strategically.
5: Building Coalitions : Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a supplemental narrative must be uploaded addressing each MTQ listed below . No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Extensive experience in leading an organization with a wide geographical area of responsibility, extensive collaboration, and complex relationships with external stakeholders in the energy and manufacturing industries, such as energy companies, financial institutions, other federal agencies, Tribal governments, and individual energy professionals. Experience includes formulation of strategies and business development plans to generate new business, evaluation of trends in the energy sector, financial markets, and stakeholder interests that support identification of likely sources of future energy and manufacturing financing needs.

MTQ 2: Extensive working knowledge of administrative laws, policies, regulations, and precedents applicable to the integration of programs; application of methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Specifically, knowledge of federal loan programs, policies, concepts, principles, and related issues sufficient to lead an agency-level organization engaged in such work.

MTQ 3: Ability to communicate effectively and persuasively both orally and in writing with senior level government officials, functional and program managers, subject matter specialists, and key industry representatives.
