Duties

As aInformation Technology Sourcing Specialist, PT-1101-2your typical work assignments may include the following:
  • Work closely with the lead IT Sourcing Specialist to develop and execute IT sourcing strategies and programs within a highly complex, constantly evolving sourcing environment.
  • Plan and coordinate the annual renewal of the GAO IT contracts and purchase orders that comprise the ISTS portfolio.
  • Recommends contract provisions and provides justifications, technical evaluations and cost analyses if required as part of the ordering process, or as requested by the appropriate ISTS program manager as required by the contract.
  • Assess/determine appropriate vehicles to use for procurement, considering legal ramifications.
  • Troubleshoots problems and provides operational assistance to ISTS staff regarding the use of GAO's automated procurement system (Momentum). Recommends appropriate workarounds to issues regarding system validations. Coordinates as necessary with the Momentum Site Manager in GAO's Acquisition Management.
  • Purchases, through a purchase card, IT goods and services. Supporting such purchases requires close adherence to Acquisition Management rules and procedures along with US Bank reallocations in the Order Management System for purchase card use and maintenance of purchase card files that will support GAO requirements for periodic reviews and audits.

Qualifications

You may qualify at the BAND xx level, if you fulfill the following qualification requirement:

Applicants must have 1 year (52 weeks) of specialized experience equivalent to the next lower band/grade level of PT-1/GS-11 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.

Specialized experience is defined as experience managing and administering IT Procurements for various products, supplies and services; and planning appropriate strategies to procure requirements; and conducting negotiations in the pre-award and post award phases of contracting.

Travel and relocation expenses will not be paid for by the GAO.
