Duties

  • You will be a recognized leader who will provide leadership for all technical matters pertaining to the design, development, deployment, integration, and sustainment of PEO MLB systems, both current and planned.
  • You will lead the execution of technical projects to ensure compliance with policies, customer requirements, and engineering and IT standards.
  • You will lead the development of overarching implementation technical guidance and strategies for delivering integrated, interoperable, and aligned PEO MLB capabilities that follow commercial architectures and best practices.
  • You will contribute to and provide leadership within the execution of technical projects to ensure compliance with customer requirements, engineering and IT standards, architectures and Command/DON/DoD policies.
  • You will contribute to the future direction and integrated delivery of the PEO MLB portfolio based upon requirements provided by multiple U.S. Marine Corps (USMC) and Navy sponsors.
  • You will work with senior officials in the Department of the Navy (DON) Secretariat offices to evolve the DON Information Technology (IT) Portfolio.
  • You will lead technical reviews to ensure successful program execution across the PEO MLB portfolio.
  • You will be the recognized senior technical expert in formulating plans, aligning organizations, and executing complex engineering and IT projects across the organization.
  • You will lead the development of advanced concepts in data architecture, master data management and data analytics.
  • You will be a recognized leader within the workforce associated with a wide range of activities involved in the design, development, engineering, and implementation of enterprise systems.
  • You will be the recognized technical leader and provides technical stewardship for manpower, logistics and business systems across NIWC Atlantic and to the DON community.
  • You will collaborate with top technical leaders from across the DON/Department of Defense (DoD) on the overall direction and management of the command's strategic technical focus in the specific area of MLB systems programs.
  • You will develop technology road maps and collaborate with NIWC Atlantic competency leads toward developing strategies to fill required manpower, facility, equipment and financial resource needs.
  • You will be recognized outside the Naval Information Warfare Systems Command (NAVWAR) enterprise as a subject matter expert for enterprise IT systems and regularly be called on to provide expert advice on Cyber and IT technologies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e, within 30 days of appointment.


Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Demonstrated ability to lead Information Technology engineering, systems integration, test and evaluation, deployment, and transition to sustainment of complex enterprise Naval Information Warfare systems, to include the underlying computer science and Information Technology disciplines. At least one year of this experience must have been in planning and executing difficult, highly technical major acquisition programs.

2. Demonstrated multidisciplinary expertise that spans manpower, logistics and business IT systems-with an emphasis in data management, data architecture, structure, and integration of multiple disparate data stores into an accessible authoritative data environment and enable enterprise data as a service.

3. Demonstrated knowledge and experience in leading software delivery using modern software delivery practices such as agile and DEVSECOPs.

4. Ability to communicate, build coalitions, and lead diverse teams by demonstrated experience in working with a technical and non technical workforce, who possess a broad spectrum of skill sets and in dispersed locations and with many organizations inside the government and with outside partners. Experience must demonstrate tangible outcomes that develop, share, promulgate products, solutions, methodologies, patterns, and best practices across multiple entities.

5. Ability to influence others and leverage partnerships with engineering communities in other DoD and DON organizations including NAVWAR (e.g., HQ and NIWC PAC), Program Executive Offices (PEOs), FLTCYBERCOM, Marine Corps Systems Command (MARCOR), Naval Systems Commands (NAVSEA, NAVAIR, NAVSUP), Marine Corps Systems Command (MARCOR), Naval Facilities Engineering.
