Duties

The Management Analyst (Resource Management) SSBCI duties and responsibilities include the following but not limited to:
  • Respond to data calls for the budget from Office of Management and Budget (OMB) and interprets the data call instructions in light of OMB, the Department of Treasury, Agency, and Congressional regulations, directives, and policies.
  • Directs the performance of budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of the budget multi-year appropriations, apportionments, allotments, and transfer of funds from other agencies.
  • Experience creating financial management system reports and utilizing financial accounting/activity-based costing data to track, analyze, and report budget execution and formulation data.
  • Communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions with senior level executives.

This Job Opportunity Announcement may be used to fill other Management Analyst (Resource Management), GS-0343-14, FPL GS-14 positions within the Minority Business Development Agency in the same geographical location with the same qualifications and specialized experience.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
  • Experience executing procedural-based evaluations on identified program trends and patterns.
  • Experience in proposing new internal policies within an organization.
  • Experience briefing senior executive management.
