Key facts about this DHA notice:
  • TTS is seeking to fill multiple TERM appointments at the GS-14, and GS-15 level.
  • This is a virtual/remote position.
  • Duty station to be determined upon selection.
  • Salary to be determined upon selection, depending on duty location.
  • Current civil service employees will receive new appointments if selected under this Direct Hire Authority.
  • Any selections made will be contacted by Human Resources. No additional status notifications will be sent.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-14:

Technology Expert/Advisor:
  • Engages with customer agencies to perform needs analyses to define opportunities for new or improved business processes,
    solutions, practices, products, services or strategies based on user needs. This includes researching, customer listening,
    advising, developing, and implementing information architecture, interaction design, content strategy, change management, product design, organizational design, and service design methodologies tailored to the unique IT project needs.

Project Service, Platform, or Product Leadership:
  • Provides sound technical advice, leadership, and direction on all system analysis, customer experience, and design-related
    issues for the betterment of the customer. Provides expert leadership and guidance in how to use research findings to influence
    project, product, platform, or service development.

Provides Leadership to Teams:
  • Provides leadership in the design, development, and deployment of IT solutions leveraging current and emergent technologies
    and best practices. Leads cross-functional teams to develop IT products, platforms, or services.
  • Leads experience design and research to iteratively develop IT products, platforms, or services within large or complex
    environments. Applies and tailors agile methodologies to meet different delivery needs.

Relationship Management:
  • Ensures that agency customers are fully engaged members of the team and helps them manage expectations with their
    stakeholders. Build IT services, products, or platforms, including developing services, products, or platforms using agile or
    iterative methodologies, and using user-centered design methods.

GS-15:

Technology Senior Expert:
  • Serves as a senior expert systems analyst and design consultant responsible for providing leadership, management, and
    direction to multiple highly complex, time-sensitive, high visibility, and diverse IT projects and initiatives.

Project Service, Platform, or Product Leadership:
  • Provides expert and authoritative leadership and guidance in how to use research findings to influence project, product,
    platform, or service development.
  • Evaluates a range of qualitative and quantitative metrics around customer experience, information architecture, interaction
    design, content strategy, change management, product design, organizational design, and service design to inform iterative
    development and strategy decisions.

Provides Leadership to Teams:
  • Leads cross-functional teams at scale or in highly complex environments to develop IT services. Leads experience design and
    research to iteratively develop IT products or services within large or complex environments.

Relationship Management:
  • Works closely with partners in senior leadership roles and navigates conflicting priorities from senior
    stakeholders or in complex environments.
  • Works closely with partner agencies in a leadership role and navigates and works through conflicting priorities from
    stakeholders.


Requirements

Conditions of Employment

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • There may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical demands
    are required to do the work.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS 14 step 1 salary range starts at $111,521 per year. The total salary will be determined upon selection and based on the
associated GS locality pay table for your assigned duty location.

The GS 15 step 1 salary range starts at $131,178 per year. The total salary will be determined upon selection and based on the
associated GS locality pay table for your assigned duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

QUALIFICATIONS

BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate; AND

GS-14 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience. Specialized experience: Specialized experience for this role is defined as:
  • Experience leading and completing a design, content strategy, or service design initiative, engagement, project, or strategy;
  • Experience working on and leading a cross-functional team in an agile or iterative environment;
  • Experience with content strategy or design methodologies. For example: information architecture, UX writing, editorial design, usability research, user interviews, contextual inquiries, observational research, participatory workshops or product design;
  • Experience participating in the design, development, and delivery of digital products, platforms, or services;
  • Experience participating in content strategy or design sessions or workshops.

OR
GS-15 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience. Specialized experience: Specialized experience for this role is defined as:
  • Experience leading and collaborating on design, content strategy, or service design projects and initiatives;
  • Experience managing and working on cross functional teams in an agile or iterative environment;
  • Experience with content strategy or design methodologies. For example: information architecture, UX writing, editorial design, usability research, user interviews, contextual inquiries, observational research, participatory workshops or product design;
  • Experience with the creation, design, or delivery of digital products, platforms, systems, or services;
  • Experience facilitating content strategy, design sessions, or workshops;
  • Experience leading a team of designers and training them on user centered design, content strategy, content design, or service design methodologies.
