Associate Director, Export Compliance & Secure ResearchThe George Mason University Office of Research Integrity and Assurance (ORIA) promotes ethical and responsible conduct of research through serving as a resource for researchers. The office provides policies, procedures, support, training, and advice to aid researchers with compliance related to federal, state, university, and local regulations with regard to research. The office also identifies compliance risks and communicates those risks to the research community. Finally, ORIA monitors and investigates instances of noncompliance to protect the university research reputation.The Associate Director will report to the Director, Export Compliance & Secure Research, and will assist the Director in developing, maintaining, and updating the university's programs governing export and sanctions compliance, Controlled Unclassified Information (CUI), and secure research.Responsibilities:Perform export control, sanctions, and CUI analysis of individual projects and technologies at Mason by working with faculty to understand the technology, individuals, and facilities involved, and determine whether a safeguarding plan or an export license is needed;Provide advice, resources, outreach, and training regarding CUI, export control, and sanctions to Mason faculty, students, and staff;Apply for and maintain documentation related to export licenses, and maintain records related to technology control and safeguarding plans; andServe as Mason's Facility Security Officer (FSO). The Associate Director will complete FSO training and will work with the Director to manage Mason's secure research compliance program, including maintaining and updating security policies and procedures. The FSO will facilitate personnel security clearances, maintain employee security records, conduct site visits of secure research space, provide security training, and ensure compliance with the National Industrial Security Program Operating Manual (NISPOM).Required Qualifications:Master's degree in scientific, engineering, regulatory, or a policy field; or equivalent combination of education and related experience;Demonstrated experience (generally 5+ years) implementing export and sanctions regulations including those promulgated by the Department of State (ITAR), Department of Commerce (EAR), and Department of Treasury;Ability to obtain Top Secret security clearance (U.S. citizenship required);Strong communication skills with the ability to work across diverse groups and facilitate complex conversations about regulatory requirements, integrity, and ethics; andHighly organized and able to prioritize and handle multiple tasks simultaneously.Preferred Qualifications:Advanced degree in scientific, engineering, regulatory, or legal field (M.S., J.D., or similar);Top secret clearance, either current or within the past five years;5+ years of experience directly managing export compliance and/or secure research programs, including making export control determinations, applying for licenses, and communicating with federal agencies;Direct experience serving as a Facility Security Officer and knowledge of the NISPOM; andExperience in a large dispersed university environment, preferably one that accepts export restrictions and secure research.Candidates must be a citizen of the United States.
