Duties

The Chief Administrative Officer (CAO) is responsible for providing guidance to and assessing the overall effectiveness, efficiency, and productivity of OAS. The CAO is also designated as the Chief Human Capital Officer (CHCO).

The CAO takes full responsibility for all factors that affect program and project accomplishment in the area of Administrative Services for the Commission, from resource allocation and management, stakeholder buy-in, and monitoring and evaluating progress towards objectives and goals and as appropriate modifying the course of action to better achieve objectives. The incumbent of this position will also:
  • Provide strategic guidance and executive leadership to Senior Management Officials who report directly to this position (Director, Office of Human Resources; Director, Office of Security & Support Services; Secretary to the Commission; and Director, Office of Management & Program Analysis) including setting performance standards with agreed-upon outputs, conducting performance evaluations to assure that outputs are produced or accomplished and that subordinate supervisors are held accountable for the performance of their organizational units;
  • Establish direction in planning, implementing, and evaluating long-range human capital planning and execution based on organizational goals, budget considerations, and workload needs; personnel cost center planning and execution activities, employee engagement, and federal-sector labor and employee relations;
  • Advise the Commission on government-wide administrative mandates, directives, and announcements that affect the Commission's operations and/or personnel;
  • Serve as an Executive member of senior management committees concerning budget, strategic planning, performance management, and information technology; leads senior management committees regarding human capital and internal administration;
  • Provide executive guidance and direction for the development of and compliance with agency-wide policies (systems of internal rules).

Qualifications

All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Generally, current federal employees or reinstatement eligibles must have served at least one year at the next lower grade level. This requirement is called time-in-grade.

Candidates must demonstrate a combination of senior level managerial and supervisory leadership traits, referred to as Executive Core Qualifications (ECQs), as well as specific occupational qualifications, referred to as Professional and Technical Qualifications (PTQs). Applicants must also possess substantial subject matter knowledge and senior level experience to perform the duties of this position. To perform the duties described above is normally demonstrated with years of experience at the federal government GS-15 grade level or equivalent that clearly exhibits the ability to manage people and resources.

The ECQs and PTQs qualification requirement are detailed below:

A. EXECUTIVE CORE QUALIFICATIONS (ECQs) - The ECQs were designed to assess executive experience and potential, not technical expertise. They measure broad executive skills needed to succeed in any SES position, and consist of the following elements:

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. This ECQ requires the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. This ECQ requires the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. This ECQ requires the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification requires the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification requires the ability to build coalitions internally and with other Federal agencies, State and Local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) - The PTQs measure technical occupational expertise required by this position. To be creditable, experience must be at the senior level. Resumes and supplemental statements must demonstrate possession of the following:
PTQ 1 - Demonstrated knowledge and experience providing leadership and direction in the areas of managing, representing, and overseeing administrative operations and services in support of an organization which includes human capital planning, human resource management and development, sufficient to direct, coordinate, and oversee human resources management activities in a complex organization; budget and financial management; facilities; physical and information security; occupational health and safety; and policy directives and guidance. This experience should also include management and oversight of an operational component as well as demonstrated expertise in effective change management.

PTQ 2 - Extensive experience in dealing with sensitive policy areas and resolving complex issues relating to the mission and function of an organization, as well as demonstrated experience interacting with multiple program areas, sufficient to render executive decisions or significantly influence the decisions of senior level management.

PTQ 3 - Demonstrated experience managing budget formulation and execution, and financial management sufficient to develop hiring plans and projections for an organization, implement and maintain an annual operating budget, including internal controls and financial reporting, as well as expertise administering allocated funds to achieve organizational results.

PTQ 4 - Demonstrated experience building and leading diverse teams responsible for a range of administrative and financial management functions; and creating an inclusive environment that fosters innovation and continuous process improvement within an organization and across an enterprise.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

While there is no formal education requirement for this position, the ideal and most successful candidate should possess a professional body of knowledge and a broad foundation of business principles and practices, as well as expert technical knowledge of administrative services.
