Minimum Qualifications :
  • Bachelor's degree in Horticulture, Business Management, Facilities Management or a related field
    • In lieu of a Bachelor's degree, a High School Diploma or GED with four (4) years of maintenance management experience in an organization responsible for the janitorial and/or landscape maintenance of facilities or similar organization.

  • A minimum of five (5) years of management experience in an organization responsible for janitorial or landscape management of facilities or related field.

  • Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from jurisdiction of residence

  • N/A

  • Experience in fast paced transit maintenance environment.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Manager, Special Projects is responsible for developing, coordinating, and implementing special projects within the Grounds Maintenance and Custodial Services (GMAC) Branch. The incumbent implements GMAC projects associated with rail stations, buildings, grounds, and other support facilities.

  • Plans, develops, manages and implements special projects within the Superintendent's operation. Establishes, analyzes, and evaluates branch programs, goals, and objectives for special project functions. Maintains knowledge of current developments in transit facilities and grounds maintenance management, operations and activities. Evaluates, recommends and assists in implementation of those which are beneficial to GMAC operations, goals and objectives
  • Coordinates activities between regional GMAC services areas and evaluates performance of assigned work crews and recommends appropriate methods and techniques to be implemented. Supervises subordinate staff including recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate subordinate training is completed. Responsible for establishing work plans for subordinates against which they are measured and responsible for conducting performance evaluations of subordinates based on these work plans
  • Ensures that central control operations is notified properly and in a timely manner. Coordinates activities among the Office of Track and Structures (TRST), the Office of Engineering and Architecture (ENGA), Construction and Design Engineering (CONS), and GMAC. Ensures that material and equipment are requisitioned. Prepares technical specifications and details for special projects, evaluates and recommends acceptance of offers from vendors and contractors in accordance with the Authority's procurement policies. Monitors and serves as the Contracting Officer's Technical Representative (COTR) for contracts pertaining to special projects. Attends office and department committee meetings to make presentations regarding contractual needs
  • Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to Office of Management and Budget Services (OMBS) as well as the program's front office (ELT member) as required
  • Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices
  • Analyzes branch productivity and advises the Superintendent regarding special projects, through periodic briefings on successes or failures relative to achieving objectives and goals. Attends and participates in internal and external meetings, hearings, and high-level planning sessions, which pertain to the execution of the functional responsibilities of the Special Projects section
  • Manages response to severe weather and other emergencies. Oversees the establishment and implementation of an effective GMAC inspection and maintenance program for WMATA facilities, to ensure continuous safe and efficient use. Ensures that contingency plans are provided for in the event of an emergency and that properly trained personnel and appropriate equipment is available on a timely basis to ensure timely restoration of the system to normal operations
  • Attends and passes the required training classes and continuously learns best practices for working safely and efficiently. Performs assignments and ensures subordinates perform assignments according to established safety practices and maintenance guidelines
