Job Summary :
The Manager of Division Engineering, manages a team of Division Engineers who evaluate the integrity of the WMATA rail system and makes recommendations for maintenance/repair work and capital planning. The Manager oversees the team's contribution to the prioritization, understanding and urgency for maintenance/repairs conducted by the Track and Structures (TRST) organization. Manages the team's review and analysis of data, recognition of trends, understanding of track defects, execution of field site visits and inspections, asset condition assessments and coordination with TRST, Traction Power, Automatic Train Control and other track engineering staff.

ESSENTIAL FUNCTIONS
- Manages a team of engineers in the review of data and reporting of findings to TRST Maintenance and other stakeholders. Ensures all engineers are utilizing consistent and accurate methods to review and analyze data and prioritize maintenance recommendations. Ensures compliance with all engineering policy requirements and the delivery of maintenance recommendations to TRST, thereby increasing TRST's ability to plan and execute maintenance efficiently and lower defects and incidents that affect the safety and reliability of the WMATA rail infrastructure.
- Evaluates the quality of engineering staff's reports delivered to various internal groups and provides coaching as needed. Ensures staff has the requisite knowledge to advise maintenance personnel on engineering processes and the reasoning behind component and maintenance practices. Mentors engineers on methods of providing assistance to maintenance personnel on constructability reviews, selection methods and equipment, and work sequencing. Ensures the quality of work product to support confidence in the recommendations provided.
- Accompanies division engineers during inspections to spot check and observe performance and comprehension of inspections, particularly to areas with known, recurring maintenance issues, to assist them and TRST with Rail Service Adjustment (RSA) planning of maintenance projects.
- Maintains familiarity with all WMATA mainline and yard track and ensures the staff's understanding of track within their assigned divisions and their compliance with policy and ensures maintenance projects are planned with engineering assistance.
- Leads and/or supports initiatives as assigned by Track Engineering Leadership and coordinates with other engineering and maintenance management staff. Reports findings in data and tracks integrity trends to departmental, peer and senior management of other departments.
- Facilitates the improved reliability of WMATA's infrastructure through an understanding of the needs and priorities of the Track, Traction Power, and Automated Train Control Maintenance of Way departments, as it relates the use of track assets and the appropriate track engineering response. Communicates the quality of collected asset data and identifies new data collection technologies and methods to maintain the availability of the best information to allow the division engineers to make decisions.
- Leads and/or conducts - track asset condition data and capital planning; track work failure trends and derailment investigations analyses. Responds to conditions requiring urgent, onsite attention and troubleshooting.
- Performs daily administrative management of staff and annual performance management planning, quarterly check-ins, and end-of year evaluations. Assures productivity of team and compliance with company requirements.
