Duties

DUTY 1: Exercises supervisory personnel management responsibilities for personnel assigned to an element of the Operations Directorate.

DUTY 2: Perform duties as a supervisor senior planner and matrix team leader across the J3 Directorate and the Command.

DUTY 3: Provide senior level quality assurance and quality control, coordination, collaboration, and deconfliction of national-level, Office of the Secretary of Defense (OSD), and Joint Staff CO and IO approval processes.

DUTY 4: Provides direct support and/or Crisis Action Planning support to USCYBERCOM J5 Future Plans, subordinate HQ planning efforts, USCYBERCOM J3 Current Operations, and other higher headquarters directed planning efforts.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

This is a GG-14 position in the Cyber Excepted Services (CES). The GG-14 duties for the "Supervision and Management" category are at the "Supervision" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and skill in applying the Joint Operation Planning and Execution System (JOPES) and Joint Planning Process (JPP), with emphasis on mission analysis, course of action (COA) development and comparison, and plans/orders development; knowledge of and demonstrated ability to apply knowledge of cyber operations (CO) and information operations (IO) and to plan, manage, and coordinate planning efforts requiring collaboration with various internal and external components; and knowledge of the command and control and their relationship with other Combatant Commanders, liaison officers and their respective combatant commands, field activities, services and agencies hosts that provide the full spectrum of CO and IO. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to conduct military/contingency and crisis action planning for cyberspace operations and information operations. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

2. Knowledge of and skill in applying the Joint Operation Planning and Execution System (JOPES) and Joint Planning Process (JPP), IAW JP 5-0, with emphasis on mission analysis, course of action (COA) development and comparison, and plans/orders development.

3. Ability to provide technical and administrative leadership for military planning specialists with emphasis on NSPM-13, mission profile development, STO/SAP, cyber operations (CO) and information operations (IO), targeting, and intelligence support to orders and plan development.

4. Broad knowledge of and demonstrated ability to apply knowledge of DoD CO and IO and to plan, manage, and coordinate planning efforts requiring collaboration with various internal and external components.

5. Knowledge of the command and control (C2) of the CMF from CO-Integrated Planning Elements (CO-IPE) and their relationship with other CCMDs' Joint Cyber Centers (JCC), USCYBERCOM liaison officers (LNO) and their respective combatant commands, field activities, services, and agencies (CC/FA/S/A) hosts, Service Cyber Components (SCC), Joint Force Headquarters (JFHQ)-Cyber units, JFHQ-DODIN, the Cyber National mission
Force (CNMF), Joint Task Force-Ares, and other mission elements that provide the full spectrum of CO and IO; as well as use of IT assets to facilitate day-to-day operations.

6. Skill in communicating complex information concerning CO and IO initiatives, both orally and in writing, to provide effective briefings and reports to senior leaders.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
