This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-09/11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. Education: You must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as Identifies, analyzes and recommends solutions to problems in administrative procedures, work processes, or workload distribution. Prepares and delivers briefings to management on findings. Applies analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature. Uses theory and principles of management and organization, including administrative practices and procedures common to organizations such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems and storage of files and records.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09/11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Per Office of Personnel Management General Schedule Qualification Policies , federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Major Duties:
- Coordinates office interactions with offices internal and external to OGC and VA.
- Develops tools to collect data about workload.
- Manages invoice and billing process.
- Conducts analysis to estimate future billings and collections to inform resource management.
- Manages SharePoint site and other databases/systems used for sharing information and organizing program work.
- Manages all aspects of the Office of Management and Budget process for assigned matters.
- Assists team members provide a wide range of legal support and administrative support.
- Measures volume and complexity of work submitted for review.
- Conducts trend analysis to predict future workload.
- Assists management develop policies for automation, efficiency, and coordination of procedures and other management improvement activities.
- Conducts data analysis, data mining, and reporting.
- Serves as primary timekeeper.
- Serves as Project Manager and coordinator for special projects.
- Develops Charts and Graphs to illustrate output and productivity.
- Makes recommendations to management about staff to work ratio.
- Serves as TMS coordinator. Evaluates individual compliance with mandatory trainings.
