Duties

  • You will serve as the Deputy Counsel/Associate Counsel (Business and Administrative Law)
  • You will apply overall Navy policy.
  • You will apply policy promulgated by the General Counsel counsel of the Navy, the Principal Deputy General Counsel, and the Corporate Counsel of the Office of the Chief of Naval Research.
  • You will render legal advice to the Commanding Officer, the Director, contracting officers, and other Laboratory personnel.
  • You will provide legal counsel in all phases of business and commercial law fields, as well as civilian personnel law and environmental law.
  • You will render legal advice in matters concerning standards of conduct, Freedom of Information Act requests, Privacy Act rights, non-appropriate fund activities, and litigation.
  • You will handle inter-agency, international and cooperative agreements, and all other laws and regulations affecting the organization.
  • You will be the primary deputy to the NRL Counsel in non-intellectual property matters.
  • You will coordinate with Counsel the assignment of attorneys and paralegal specialists to provide consistent, quality legal advice to clients.
  • You will serve as the first-level supervisor over subordinate attorneys.
  • You will represent management in all phases of civilian personnel law.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

You will serve as a Supervisory Attorney Advisor (General) / Deputy Counsel/Associate Counsel (Business & Administrative Law) within the Office if Commanding Officer Division, Code 100810 within the
NAVAL RESEARCH LABORATORY.

The position will be filled at the NO-V level (GS-15 equivalent) within the NRL's Personnel Demonstration Project, the Contribution-based Compensation System (CCS). The pay level offered will be based upon the successful applicant's qualifications, funding availability, and the CCS' pay-setting guidelines. Under CCS, the successful candidate may be eligible for a supervisory pay differential, currently set at 5% of basic pay. To be eligible for selection at the NO-V pay level (GS-15 equivalent), the applicant must have a minimum of five-and one-half years of recent, substantial, and relevant professional legal experience.

Applicants will be evaluated on: (1) the depth, breadth, and quality of their legal experience in one or more of the practice areas identified above, with an emphasis on acquisition law and Technology Transfer; (2) excellence in written and oral legal advice to include legal analysis, research, and communication skills; (3) their ability to lead and manage attorneys and support staff; and (4) interpersonal skills, including the ability to develop strong relationships and work effectively with senior military and civilian clients. Supervisory experience or team lead experience overseeing the work of other attorneys is preferred. Familiarity with the DON, Naval Research Activities, and OGC is not required but is desirable. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.

Supervisory experience or team lead experience overseeing the work of other attorneys is preferred.

Familiarity with the DON, Naval Research Activities, and OGC is not required but is desirable. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.

The successful applicant must have graduated from a law school accredited by the American Bar Association; be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia; and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must possess or be able to obtain and maintain a TOP SECRET level security clearance. Occasional travel may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
