Duties

Collaborate on complex projects or programs, with instruction or supervision that may include Equal Employment Opportunity (EEO) Services, policy development, strategy development, and/or analysis and metrics.

Coordinate and integrate work activities, assignments, and projects with managers internal to the ODNI and/or across the Intelligence Community (IC) to ensure their understanding and the effective completion of initiatives and requirements.

Serve as a DEIA consultant to IC/ODNI leadership and provide advice on the strategic development, implementation, and management of complex accessibility programs and activities aimed at increasing DEIA and/or EEO compliance across the Intelligence Community (IC).

Plan, develop, and present written and oral briefings to senior-level customers, including IC/ODNI senior leadership and the workforce as appropriate, on significant and complex DEIA issues; explain programs and issues to non-expert customers to ensure understanding, and tailor programs, methods, and products to ensure alignment with customer needs.

Deliver training and/or consultation to members of the IC workforce regarding accessibility compliance requirements, rights and responsibilities, and other matters within the office's organizational jurisdiction, as applicable.

Cultivate and maintain productive working relationships within and outside the IC DEIA organization, share information of interest, explain the specifics of accessibility programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.

Lead and guide the resolution of issues in project plans and schedules based on a clear understanding of customer requirements and information on project cost, schedule, quality, and performance; provide expert oversight of cost and resource estimates; participate in budget planning activities and develop cost estimating strategies for future projects.

Must be a current permanent ODNI employee.

Qualifications

Expert knowledge of the ODNI and IC element missions, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.

Expert knowledge and experience in major EEO and/or DEIA program functions.

Superior research, planning, and organization skills, and superior ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.

Thorough knowledge of Federal EEO and/or DEIA laws, regulations, polices, and practices.

Superior ability to research and interpret legislation and guidance affecting DEIA in the federal workplace.

Thorough understanding of the nature and causes of institutional barriers to DEIA.

Ability to work independently with minimal guidance/direction from senior management.

General knowledge of personnel management principals.

Bachelor's degree, or equivalent studies.

Desired Requirements

At least five to seven years professional Human Capital, Equal Employment Opportunity and/or DEIA experience.
