Duties
Serve as team chief supporting the Investment Security Group (ISG) in the Economic Security and Financial Intelligence Executive (EFX). Oversee team of contract analysts in the development and coordination of all source analysis in support of the Team Telecom process, in accordance with FCC-mandated timeframes, and the Treasury-led Committee on Foreign Investment in the US (CFIUS) declarations process.
Serve as the IC lead for intelligence support to Team Telecom. Back up the CFIUS Team Chief as the IC representative to CFIUS.
Conduct first-line review of analytic products supporting Team Telecom and the CFIUS declarations process. Draft or conduct first-line review of prep books for ODNI seniors participating in Team Telecom policy meetings, as necessary.
Manage the CFIUS declaration process for ISG.
Develop and maintain a continuing substantive dialogue with analysts and managers within the IC on the key issues associated with foreign direct investment and participation in the US telecommunications sector, in collaboration with ISG's other Team Chiefs.
Stay abreast of major developments having to do with foreign acquisition of US businesses and corporations, particularly, but not exclusively, in the telecommunications sector, focusing on a wide-range of potential threats to national security.
Build and leverage diverse collaborative networks with the ODNI and across the IC.
Plan, prepare, and present written and oral briefings to senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs.
Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated finished intelligence products.
Serve as a member of the ISG leadership team.
Help advance ISG's foreign engagement efforts by participating in analytic exchanges and/or delivering briefings to liaison on foreign investment security related topics.
Engage in analytic outreach with private sector interlocutors and events to advance ISG's and the ODNI's efforts to glean insights from outside of the IC related to investment and investment-security related trends, particularly in the telecommunications sector.

Qualifications
Extensive all-source analytic experience, serving at a senior level.
Strong interpersonal, organizational, and project management skills to help conceptualize and effectively edit analytic products on investment security issues. Ability to work with and fairly represent the IC when analytic views differ among agencies.
Excellent communications skills, including ability to communicate effectively with people both inside and outside the organization while working cohesively with other members of the ISG leadership team to advance mission goals.
Creative problem-solving skills and initiative in carrying out mission responsibilities.
Demonstrated ability to produce analytic finished intelligence related to the subject matter issue, either as lead analyst or manager of analysts, and broad knowledge of the role of intelligence analysis within the IC.
Strong judgement and ability to function independently in ambiguous environments with evolving policy processes.
Desired Requirements
Experience conducting first-line review of all-source strategic analytic products.
Extensive knowledge of IC analytic tradecraft and understanding of IC policies, capabilities, and procedures.
Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques to produce authoritative finished intelligence products and the ability to employ new methodological approaches to analyze information
Experience engaging with foreign partners or the private sector and planning engagements to boost IC access to non-USG expertise.
Knowledge and/or previous experience in foreign direct investment analysis or evaluating foreign direct investments for potential national security threats to the US and its allies, particularly in the telecommunications sector.
