Health Department positions are designated as emergency responders in the event of a public health crisis. This position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

- Planning, developing, implementing, facilitating, and evaluating preparedness training for agency staff, Medical Reserve Corps (MRC) volunteers, response partner organizations, and the community.
- Developing curricula using multiple synchronous and asynchronous training modalities, including instructor-led, blended learning, e-Learning, and virtual learning training materials and leveraging a wide variety of technological tools for training delivery.
- Creating overall course blueprints, mapping content to learning objectives and assessment strategies, and developing course outlines.
- Conducting research on best practices and industry standards in adult education methods, public health, and emergency management topics and implementing this research to improve the quality and effectiveness of training.
- Assisting in the development of curriculum support content such as presentations, handouts, videos, job aids, alternate versions of existing materials, instructor manuals, online courseware, and additional products.
- Leading needs analyses and learning strategy development activities to improve individual and organizational performance and using prevailing evaluation models to determine if a training is successful.
- Contributing to the multi-year Integrated Preparedness Plan.
- Ensuring compliance with all local, state, and federal guidelines (e.g., NIMS, CDC, HSEEP) related to preparedness training. Collecting, analyzing, developing, and disseminating reports documenting compliance with local, state, and federal mandates (e.g., NIMSCAST, CDC reporting).
- Plays a key role in ensuring that the Health Department and the County are prepared to respond to a wide variety of natural and man-made emergencies, including acts of bioterrorism and natural disease outbreaks.

- Serves as a consultant to departments and agencies on various training/personal development issues;
- Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
- Assesses training needs of various divisions/departments and makes recommendations on program offerings;
- Researches new training programs and makes recommendations on their procurement;
- Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
- Researches technology-based training;
- Facilitates team-building exercises at the work group or departmental level;
- Plays a support role in the implementation of various organizational development activities.

- CPR required within 60 days of hire
- AED required within 60 days of hire
- Certificates of Incident Command Systems training- NIMS 100, 200, 700, and 800 within twelve (12) months from date of hire
NECESSARY SPECIAL REQUIREMENTS:
- All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
- Knowledge and understanding of public health emergency preparedness.
- Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP), the National Incident Management System (NIMS), the National Response Framework (NRF), the Incident Commend System (ICS), the Center for Disease Control and Prevention's (CDC) Public Health Preparedness Capabilities, Federal Emergency Management Agency’s (FEMA) Comprehensive Preparedness Guide (CPG) 101, and other recognized standards and best practices in public health emergency preparedness and emergency management.
- Experience developing and implementing evidence-based training programs and strategies related to public health.
- Two to four years of professional experience in training program administration, curriculum development, and adult education with an emphasis on emergency preparedness and/or emergency management training.
- Professional experience in conducting training needs assessments, evaluating training, and analyzing the effectiveness of curricula.
- Advanced skills in Adobe Captivate, Adobe Presenter, SharePoint, Microsoft PowerPoint, Excel, Word, and Outlook.
- Previous experience educating and/or serving as an instructor for adult learners, and well as experience delivering oral presentations to diverse audiences in formal and informal settings including classroom, virtual, and hybrid environments.
- Comprehensive knowledge of the principles, practices, and techniques of adult learning theory and tools used to develop and deliver adult course curriculum.
- Exceptional organization, time, and project management skills that reflect an ability to manage multiple, time-sensitive priorities, projects, and deliverables with excellent attention to details.
- Demonstrated proactive approaches to problem-solving.
- Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences.
