Job Announcement

Oversees, monitors, and promotes partnerships among CSB administrative and clinical teams, across CSB service areas, and among the CSB and its community providers towards ongoing implementation and improvement of clinical compliance, quality practices, and related outcomes in the CSB. Serves as an "ambassador of change" in support of agency efforts and model teamwork and relationship-building in all interactions. Must be able to work effectively in team-based environments as well as on individual tasks that require high levels of initiative, autonomy, and independent thought and action.

Facilitates the elimination of barriers to high-quality collaboration through role clarification and expectations, consistent and sustained communication, engagement approaches, and oversight of program/service evaluation and improvement processes related to quality improvement and compliance. Develops, organizes, and disseminates regulations and policies with oversight of site-specific procedures to ensure consistency across the service areas. Provides leadership and management in the application of implementation science principles, including assessment, development, design, implementation, and evaluation to move initiatives from inception to embedded ongoing practice. Applies knowledge in organizational assessment, design, development, implementation, and evaluation to ensure practical, relevant, and timely solutions and interventions related to implementation science of agency practices. Works u nder the general direction of the Director of Quality Improvement .

Illustrative Duties

  • Independently designs, develops, and coordinates ongoing department programs and special projects;
  • Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
  • Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
  • Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
  • Provides guidance, recommendations, and advice to departmental managers;
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.


Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
Master's degree in a field related to behavioral health, developmental disabilities, education, or healthcare, with five years or more field experience in a related study (behavioral health, developmental disabilities, education, or healthcare), experience with state and federal regulations, development of regulations, procedures, and best practice guidance documents, best and evidence-based practice in behavioral health and/or developmental disabilities, facilitating groups of key stakeholders, project management, continuous quality improvement methodologies, and implementation science practices.

PHYSICAL REQUIREMENTS:
Ability to transport self to various locations throughout the County for CSB meetings/trainings and attend meetings after dark. Ability to use a keyboard and communicate effectively orally and in writing to individuals served, care givers, other professional staff, and the public. Must be able to stand, sit, and walk as needed to perform core job functions. Ability to lift up to 25 pounds. All duties performed with or without reasonable accommodations.
