Fairfax County's Wastewater Collection Division (WCD) is recruiting a highly motivated Construction Maintenance Manager. WCD manages and operates Fairfax County's wastewater collection system, consisting of nearly 3,400 miles of pipe, 100,000 associated structures, 60 metering sites, and nearly 80 pumping stations.

Plans, directs, and oversees the activities of gravity sewer system Construction Maintenance Program to ensure goals and objectives of Fairfax County are accomplished within prescribed time frame and funding parameters. Perform program management, contract negotiation and administration for sanitary sewer Construction Maintenance Group in the Gravity Sewers Branch.

Serves as a program manager of pipeline and manhole construction activities for repairing and maintaining wastewater collection sewer systems. Responsible for the overall delivery of all projects assigned to the section, including the development and management of project scope, schedule, resource planning, status, stakeholder relations, coordination, contracting, and correspondence in close coordination with WCD’s Asset Management and Capital Improvement Program leads. Serve as a WCD liaison for VDOT coordination and response. Manages contracting and procurement activities of planned and emergency construction and associated bypass pumping. Responsible for emergency construction contract support to prevent sewer backups in homes and sanitary sewer overflows into the environment. Performs quality assurance and quality control on work assignment, scheduling, inspections, payment processing and contractor performance as it relates to planning, implementation, and delivery of work assigned to this team. Supervises, assigns, and provides direction to professional and paraprofessional staff. Provides instruction and leadership to a team of construction inspectors, project managers, and assistant project managers to ensure completion of projects on schedule, within budget and to the standard of the Public Facilities Manual and WCD needs. Provides in-depth feasibility and constructability plan review of complex construction projects associated to both maintenance and capital improvement projects.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Erosion and Sediment Control Inspector Certification within 12 months of hire.
  • VDOT Work Zone Traffic Control Certification (Advanced) within 12 months of hire.
  • Pipe Assessment Certification Program (PACP) within 12 months of hire.
  • Manhole Assessment Certification Program (MACP) within 12 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Strong leadership and management skills.
  • Strong working knowledge of safe construction practices.
  • Experience with construction of sanitary sewers.
  • Working knowledge of rehabilitation methods of sanitary sewers and manholes.
  • Familiarity of local, state, and federal guidelines and regulation for construction activities.
  • Strong understanding of construction and site safety.

PHYSICAL REQUIREMENTS:
Ability to work in hot and cold temperatures. Work requires performing tasks in adverse weather conditions. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Must be able to left /slide 90 pounds w/assistance.
