Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system.

FCDOT is seeking a motivated Business Analyst III with experiences in system administration, application life cycle support, business analysis, and project management to join the Coordination and Funding Division. Under general supervision of the Business Analyst IV, independently provides technical and IT programmatic guidance and leadership across FCDOT units to identify and evaluate IT needs to establish and sustain enterprise portfolio management controls on IT initiatives to improve holistic planning, solution quality, design integration, and implementation coordination. Responsibilities include:
  • Driving business process analysis and requirement discovery to develop functional and nonfunctional system specifications, identify opportunities for continuous operations improvement, conduct solution research and analysis, to formulate well supported technical solution proposals.
  • Serving as the FCDOT’s primary Capital Project Management Information System (CPMIS) system administrator to provide end-to-end application ownership and knowledge management expertise to ensure business needs are satisfied.
  • Supporting business end-users, providing system administration, and maintaining and re-engineering business processes, system policies and procedures to align and optimize application utilization.
  • Building and managing relationships with Department of Public Works and Environmental Services (DPWES), SaaS provider, Department of Information Technology (DIT), and business end-users to coordinate system problem/incident resolution, change management, and provide project management leadership for major and minor system enhancements and maintenance activities.
  • Developing and delivering clear and well supported information and training to business end-users.
  • Monitoring system usage to ensure compliance with licenses and county policies, and development of monthly KPI metrics.
  • Partnering with DPWES, Information Technology System Architect (ITSA) and CPMIS vendor to successfully implement the system and ensure business requirements are met.
  • Performing other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:

PREFERRED QUALIFICATIONS:
  • Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments
  • Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology
  • Knowledge of effective processes, methods, techniques to analyze and evaluate business operations
  • Ability to analyze and evaluate administrative processes and procedures for automation purposes
  • Knowledge of effective project management methods, practices and techniques
  • Ability to translate technical terminology into terms understandable to management and employees
  • Ability to establish and maintain effective business relationships
  • Ability to train employees in the use of hardware and software

PHYSICAL REQUIREMENTS:
Ability to lift up to 15 pounds. Visual acuity is required to read data on computer monitor. Must communicate with others. Job is generally sedentary. Ability to use keyboard-driven equipment. All duties performed with or without reasonable accommodations.
