The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the Enterprise Operations & Facilities Infrastructure Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Enterprise Infrastructure Operations & Facilities Directorate provides engineering and technical support in the following areas: Voice Communications, Data Center Operations, Server and Storage Management, and Administrative Support. The teams within this Directorate support the infrastructure (circuits, cabling, servers, data storage, voice systems, and other physical infrastructure) that provides computing and telecommunications services to the House.

Primary Duties/ Responsibilities:

• Manages the day-to-day activities associated with the functional and operational environment of House data centers, both government and leased.

• Manages facility planning, requirements synthesis, utilization assessments, real property review, and evaluation of proposed facilities modifications and revitalization.

• Maintains computing facilities disaster recovery and contingency plans.

• Supervises staff responsible for all environmental monitoring and data center infrastructure management tools which support House data centers.

• Interacts with House Data Center Operations customers and vendors to ensure implementation of customer requirements for data center services.

• Performs as point of contact with government and leased facility owners to facilitate implementation of environmental and procedural requirements of the respective data centers.

• Supports project management activities involving projects where data center services are impacted.

• Performs general day-to-day management and supervision of assigned staff and is responsible for optimizing delivery of data center services and determining appropriate quality assurance mechanisms.

• Performs timely completion of individual performance plans and evaluations, training plans, employee coaching and mentoring; appropriately addresses employee conflicts and disciplinary actions.

• Assigns work to subordinates based on priorities, difficulty of assignments, and capabilities of employees; provides technical oversight of work on a continuous basis.

• Maintains responsibility for the safety of personnel and property within the areas of authority. In this regard, takes necessary action to identify and control hazards and implement safety requirements.

• Assists Director in the formulation of management and technical plans to achieve HIR program goals and objectives.

• Maintains professional relationships with customers, management, colleagues, and vendors and delivers high-quality customer service.

• Manages contractors to accomplish the objectives of Data Center Operations services.

• This position is required to travel between the Capitol Hill Campus and all other Data Center Facility sites.

• Performs other official duties as assigned.

Qualifications

• Knowledge of and skill in computer facilities operations management.

• Knowledge of critical infrastructure systems supporting data centers, such as power distribution, power management, cooling architectures, containment systems, air flow management, environmental monitoring and controls, data center infrastructure management tools, physical security, structured cabling, and cable management.

• Knowledge of generators, uninterruptable power supplies (UPS), and cooling platforms.

• Knowledge of server installation, data center networking, rack space planning and management, rack hygiene, Keyboard/Video/Mouse (KVM) configuration and management, Alternate Transfer Switch (ATS) configuration and management, fiber and copper patching, and general data center operations.

• Knowledge of server administration.

• Employees within this position must be able to maintain a current drivers license and be able to obtain a Commercial Driver's License (CDL).

• Employees in this position must be able to operate a motor vehicle.
