Duties

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of the Washington, D.C. area, you will have the option to temporarily telework to the maximum extent, subject to applicable pay regulations, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to work remotely or telework extensively with approval from your supervisor and if consistent with telework policies and mission needs of BLS.

OTSP's IT Project Managers serve as a team lead for the Project Management Office (PMO) group within DTCS that manages and coordinates project and program management services across OTSP.

As such, duties may include but are not limited to the following:
  • Interact with project offices within the DTCS, the Directorate of Survey Processing (DSP), and DTCS to implement a project management strategy that aligns with business objectives and priorities and manages project and program management services across the enterprise. Developing contingency plans to ensure continuous availability and accessibility of network resources.
  • Develop information systems testing strategies, plans, or scenarios. Participates in phase, milestone, and final project reviews.
  • Collaborate with the customer to determine appropriate products or services to define the project scope, requirements, and deliverables.

Notification Concerning COVID-19 Vaccinations. As required by Executive Order 14043 , Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Qualifications

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, BOTH the Experience and the Specialized Experience listed below.

Minimum Qualifications

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

  • AND

    Specialized Experience

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-12, in the Federal Service. Specialized experience is defined as the following:

    -Demonstrated IT Project team experience providing products and/or services. This level of experience must have demonstrated one or more of the following: examining required resources, risk management, executing deliverables, quality control and assurance, evaluating the effectiveness of completed projects, and/or financial management.

    Education

    Education may not be substituted for experience at this level.
