Deputy Associate Director Joint Cyber Defense Collaborative

Duties

This executive position serves as Deputy Associate Director of the Joint Cyber Defense Collaborative (JCDC). You will oversee administrative JCDC functions and prioritization of JCDC activities, communications, and operations. You will apply your technical and executive leadership expertise to:

• Provide critical leadership and direction for the JCDC to ensure that the public-private "Collaborative" succeeds.
• Ensure operational synchronicity for cyber defense within CISA's Cybersecurity Division and across our agency.
• Provide oversight, improvement, and maintenance of robust national-level cyber capabilities that improve real-time information sharing and planning efforts for large-scale cyber events; ensure collaboration on enhanced cyber threat guidance to the cyber community; and continually evolve the way government and industry work together to coordinate on cyber operations.
• Represent CISA in building partnerships to ensure situational awareness of cyber threats and vulnerabilities across the "Collaborative"- a complex landscape of interagency, State and local, international and private sector partners.
• Harness the power of "the Collaborative" to drive enduring and fundamental changes in technology security, to the benefit of all users, and definitively reshape the cyber risk landscape.
• Unite and work in-step with cyber defenders-domestic and international-to maintain operational vigilance and minimize the impact of imminent operational threats, severe vulnerabilities, and significant incidents.
• Direct the collaboration around and fusion of technical data, cyber threats, vulnerabilities, intelligence, and incidents to prioritize, plan and lead national and international cyber defense campaigns for protecting the Nation's critical infrastructure.
• Provide strategic oversight for building, exercising, and coordinating execution of JCDC operational plans.
• Manage operational partnerships with Federal, State, local, territorial, tribal government partners, international, and industry stakeholders, integrating requisite CISA Cybersecurity Division's (CSD) operational capabilities, resources, and processes for meeting specific mission needs and expand CSD cybersecurity capabilities, technical products and guidance.
• Oversee subordinate managers in leading daily activities across a large growing team and dynamic environment.
• Incorporate CISA diversity, equity, inclusion, and accessibility principles and adhere to equal employment opportunity compliance in the outreach, recruitment, hiring, development, awards and recognition, and management of the workforce

This is a DHS Cybersecurity Service position in the Executive Career Track. Department of Homeland Security (DHS) Cybersecurity Service employees are a diverse, dynamic team working across DHS Components and organizations to protect the Nation's information technology infrastructure.

In this position, you will be part of the strategic leadership team in CISA's CSD, and be responsible for building and leading a technical team in accordance with CISA's Core Values and Core Principles . Overall, CSD leads the effort to address the Nation's most significant cyber threats and vulnerabilities through collective cyber defense and resilience-building to increase the security of our nation's critical infrastructure and federal civilian government.

• Must be registered for the Selective Service (if you are a male).
• Must be able to obtain and maintain a Top Secret/SCI security clearance
• Must be able to submit to a drug test and receive a negative result.

• May be required to serve a 3 year probationary period.

Cybersecurity Executives and Senior Cybersecurity Executives generally have 15 + years of cybersecurity work experience and 5+ years of leadership experience and are either:

• Capable of serving as an executive-level cybersecurity manager who serves as a Component senior functional authority--or DHS-wide leader--and oversees multiple, highly visible Component or DHS cybersecurity programs; or
• Capable of serving as a seasoned cybersecurity executive who serves as a DHS-wide cybersecurity leader overseeing expansive, national cybersecurity programs, and multiple multi-level organizations as direct reports to presidential appointees.

Applicants for this position should:

• Possess a comprehensive understanding of the cyber threat landscape, emerging cyber issues and technical solutions, supply chain risks, and challenges faced by governmental and private industry partners.
• Have experience as a thought leader in evolving cyber defense capabilities to rapidly address changes in the threat and technology landscape.
• Have demonstrated ability to effectively represent the organization in complex deliberations with senior officials from all branches and levels of government and with private sector executives, including owners and operators of critical infrastructure.

Salary: Listed salary ranges reflects typical starting salaries available to employees in most of the United States across applicable career levels. Within the provided range, average salaries vary for each career level.

Cybersecurity Executive: $186,600- $199,600
Senior Cybersecurity Executive: $201,300 - $216,300

In some geographic areas, average starting salaries will be higher because of a local cybersecurity labor market supplement (e.g., metro Washington, D.C. +10%).
