Major duties includes but is not limited to:
  • Responsible for the operation and management of key clinical and administrative programs including the Psychosocial Rehabilitation and Recovery Centers, Mental Health Intensive Case Management and Critical Time Intervention teams, and Family Intervention Team.
  • Responsible for development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes, using data-driven quality assurance processes.
  • Assures programs meet or exceed internal and external review criteria (e.g., VHA Handbook requirements, Patient Safety Alerts, etc.), performance measures, clinical reminders, and standards of all accrediting bodies.
  • The incumbent is responsible for the clinical and administrative development,
    coordination and delivery of a full range of multidisciplinary patient care services across
    VAMHCS.
  • Responsible for all Recovery Services MH-related performance measures.
  • Coordinates with other Mental Health and non-Mental Health programs as needed as well as all community partners to ensure timely and effective access to care at all levels of the VAMHCS organization.
  • Collaborates with all segments of the VAMHCS as they relate to Recovery Services.
  • Develops and maintains effective relationships with community treatment programs and other VA treatment programs within reasonable geographic distance in order to fully develop and implement a referral system with available community resources.
  • Responsible for responding in a timely manner to patient concerns.
  • Responsible for communication with Mental Health and VAMHCS leadership.
  • Responsible for representing Recovery Services at the monthly mental health all-staff meeting and at the monthly Mental Health Leadership meeting.
  • Ensures oversight and timely completion of refrigeration logs.
  • Maintains positive relationships with VA and community partners through participation in listserv communications, social media, and training opportunities.
  • Serves as a consultant to other medical center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding individuals experiencing symptoms of SMI.
  • Provides clinical and administrative oversight of LIP and non-LIP staff.
  • Provision of individual, group and couples psychotherapy using appropriate Evidence Based Treatments that may include Cognitive Behavioral Therapy, Motivational Interviewing, and /or Integrative Behavioral Couples Therapy, as well as others.
  • Position will require being on site at both the Baltimore and Perry Point campus weekly.
  • Performs other duties as requested or assigned.

Basic Requirements:
  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social http://vaww.va.gov/OHRM/T38Hybrid/.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Supervisory Social Worker, GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative
management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.]
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.

Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multidivision facilities and CBOCs).
