Duties

As a Contract Specialist, you will:
  • Prepare solicitation documents which incorporate required policies and provisions; requirements for technical proposals; cost data requirements; and all other required data.
  • Perform cost/price analysis, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives and policies.
  • Plan and conduct negotiations on price, technical requirements, and terms/conditions of the contract.
  • Maintain up-to-date status of deliverables, invoices, and other activities under the contract.
  • Analyze the requirements and recommends the acquisition method most appropriate to meet the program objectives and policy/regulatory requirements
  • Develop strategic plans in conjunction with program officials to define requirements, establish acquisition plans, and to give advice and recommendations on data that should be included in the procurement request.

  • This position is subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Qualifications

Basic Qualifications Requirements for GS-1102:

A. 4-year course of study leading to a bachelor's degree with a major in any field.

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

AND

Minimum Qualifications GS-11 Level:

Applicants must have at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing contracting services for the acquisition of various services and supplies related to information technology, negotiating contract prices, developing terms and conditions and cost/price analysis.

OR

Have 3 full academic years of progressively higher-level graduate education of Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Have a combination of specialized experience and education.

Minimum Qualifications GS-12 Level:

Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing contracting services for the acquisition of various services and supplies related to information technology, negotiating contract prices, developing terms and conditions, cost/price analysis, and performing pre-award or post-award procurement functions.

Additional Qualification Requirements:

For GS-11:

Federal Acquisition Certification in Contracting (FAC-C) Level I Certification, and 1 year of contracting experience, Baccalaureate degree from an accredited institution or 24 semester hours of business-related college courses (accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management) and all required training for FAC-C Level I. For GS-12:

FAC-C Level II Certification, and 2 years of contracting experience, Baccalaureate degree from an accredited institution or 24 semester hours of business-related college courses (accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management) and all required training for FAC-C Level II. Applicants currently holding a FAC-C Level I or II or equivalent certification are considered to have met all mandatory training requirements for this announcement.

A copy of your FAC-C Level I or II or equivalent certification is required for the application process.

Applicants selected for this position will be required to maintain the FAC-C Certification which includes earning 80 continuous learning points every two years beginning with the date of certification to assure skills training is current every two years.

Positions may be available in multiple locations across the United States, or eligible for telework and remote work opportunities, based on the Center for Disease Control and Prevention's (CDC's) Workplace Flexibilities Policy.

The salary listed is Rest of U.S. (RUS). Locality pay will be adjusted to reflect location negotiated after selection. If selected, you will be required to sign a Workplace Flexibilities Agreement. Find more information on locality and pay scales .
