Qualifications
There are multiple vacancies for Trial and Senior Trial Attorney positions on the Contracts Litigation Teams within the Naval Litigation Office, Office of the General Counsel, Department of the Navy. The position is located at the Washington Navy Yard, Washington D.C.
The Naval Litigation Office (NLO) is part of the Office of the General Counsel for the Department of the Navy, which generally provides all legal services throughout the Department in the area of commercial law, including the conduct of civil litigation arising in the General Counsel's areas of responsibility. Consistent with the procedures and policies of the Office of the General Counsel and the NLO, the incumbent will principally represent the Department of the Navy before the Armed Services Board of Contract Appeals. The incumbent will also assist the Department of Justice in matters filed against the Department of the Navy in the Court of Federal Claims or other federal courts and may be assigned to other matters as the needs of the office require. The cases may involve hundreds of millions of dollars or have critical impacts on the mission of the Department.
Our contract teams handle a varied caseload; applicants with recent, hands-on government contracts litigation experience and complex commercial litigation and/or construction litigation experience are encouraged to apply. Responsibilities include preparing pleadings, written discovery, motions and legal memoranda, witness interviews, taking and defending depositions, working with the Navy's experts, first/second chair hearings, issuing and managing litigation hold notices, document collection, and working with NLO's litigation support contractor to manage electronic document databases. Travel is required and is determined by the needs of each case.
The positions will be filled under the General Schedule (GS) pay system at the GS 14 or 15 levels. To be considered for a position at the GS 14 level, the successful applicant must have a minimum of three and one half years of recent and relevant legal experience. To be considered for a position at the GS-15 level, the successful applicant must have a minimum of five-and-one-half years of recent and relevant legal experience.
Candidates will be evaluated on the following: (1) recent and relevant litigation experience (2) government contract law/litigation or complex commercial or construction litigation (3) excellence in legal analysis and written and oral communication skills; and (4) ability to work cooperatively and effectively on difficult tasks under time pressure with people of diverse interests. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or, Law Firm/Office beyond the day-to-day legal practice are desired.
Education
Candidates must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court. Successful applicant must be a U.S. citizen, and be able to obtain and maintain a SECRET level security clearance.
