The Manager Administrative Service position will work within The Metro Transit Police Department (MTPD), which is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.

The Metro Transit Police Department has tristate jurisdiction and operates in the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. In addition, the Metro Transit Police Department offers a rich benefit package to include health, dental, group life insurance, paid holidays, annual and sick leave, a 457 Deferred Compensation Plan and a 401a Plan, tuition reimbursement, flexible spending accounts, and free transportation on Metrobus and rail. The salary range for this position is: $73,432.00-$110,149.00

This position will be responsible for time & attendance and addressing pay concerns for all of the Metro Transit Police Department, along with partnering with Human Resources.

Highly desired candidates will have a working understanding of Workforce Central, Telestaff, and working with unions. This position is on-site/in-person Monday-Friday.

MINIMUM QUALIFICATIONS

Education
  • A Bachelor's degree in Business Administration, Public Administration or a Program Management discipline field. MBA/MS highly preferred.

Experience
  • A minimum of seven (7) years of demonstrated successful experience in overall project management within a large-scale organization.
  • Experience and ability to conduct complex cost, budgetary, and statistical analyses and to develop, prepare, and monitor operating and capital budgets.
  • Demonstrated experience in developing, managing, and implementing complex, high-profile project and programs.

Preferred
  • MBA/MS highly preferred

SUMMARY

This position serves as a member of the senior leadership team within a key business organization of WMATA tasked with defining, overseeing and/or supporting high-profile initiatives to improve agency economic efficiency, service quality and overall performance goals aligned with the vision of the Authority. This role facilitates and participates in ensuring streamlined activities within the organization based on the department chief's priorities and serves as a conduit between the department chief and internal stakeholders and acts as the chief's trusted counsel for critical matters within the chief's purview. Duties include, but are not limited to, managing and coordinating high level activities and collaborative efforts, analyzing departmental business metrics and making recommendations to improve internal business processes.

ESSENTIAL FUNCTIONS
  • Coordinates/orchestrates a wide range of projects and commitments directly involving the chief and his/her direct reports. Responsible for program and policy development activities, including conducting detailed data analyses; framing recommendations and options for executive consideration; developing detailed project and program plans; leading project and program implementation efforts and assessing impacts and results.
  • Proactively, examines existing internal operational and administrative processes, identifies any issues that could impact the successful execution of the Chief's commitments and makes recommendations for improvements. Works closely with senior management and analysts within a specific organization and other agency-wide departments to develop such business solutions.
  • Oversees and coordinates activities of senior leaders within the department, on cross-functional initiatives and projects, as director by the department chief, in order to align their actions and communications in support of agreed upon goals.
  • Plans, coordinates and oversees the department's overall administrative, financial and operational activities, procedures and staff.
  • Participates in the development and monitoring of corrective actions plans from internal and external departments and conducts cost, budgetary and statistical analyses and audits. Regularly provides reports to the department chief on key department metrics and budgetary matters.
  • In collaboration with appropriate business operations units within the associated department, manages and coordinates OIG audit issues on behalf of the department chief and prepares responses to the Office of Inspector General.
  • Represents the department chief in high level administrative activities (e.g. Emergency Preparedness planning activities such as COOP) and other Authority programs that affect safety and security at Metro. Accurately communicates the Chief's position to help drive understanding and implementation of his/her views regarding such programs.
  • Serves as department chief's liaison and supports the needs of internal leadership in their ability to raise critical issues with the Chief and receive needed responses, guidance and decisions, to ensure expeditious resolution on issues and/or to provide necessary resources, as appropriate, to ensure resolution.
  • Facilitates the coordination and control of major departmental projects consistent with both project and operational needs and secures commitment from affected Authority departments on contract documents, budget, and schedules.
  • Conducts research and prepares recommendations for management of complex projects, business related technical initiatives, budget, operational and administrative problems affecting the department chief's organization.
