The Washington Metropolitan Area Transit Authority is seeking a Transit Asset Management Analyst for the Transit Asset Management Office (TAMO). The successful candidate will be part of the Reliability Engineering Asset Management (REAM) department.

The candidate will play a pivotal role in supporting the development of Metro's transit asset management information plan and technology strategy.

This is a dynamic role which will provide a significant opportunity for the candidate to coordinate and to implement best practices for asset management. The successful candidate should be a motivated individual with proven skills in identification, review, approval, implementation of all enterprise asset management systems changes, enhancements, upgrades, and technical quantitative/ qualitative analysis. The ideal candidate will also have excellent interpersonal skills as well as excellent communication skills; both written and oral.

Minimum Qualifications:

Education
  • Bachelor's Degree in Computer Science, Engineering, Business Administration or related field

    o In lieu of a Bachelor's Degree, a High School Diploma and four (4) years of asset management systems experience, in addition to the experience stated below, will be considered

Experience
  • Minimum five (5) years of experience in transit asset management systems including experience as a decision-making member of a transit asset or project management team

Certification/Licensure
  • N/A

Preferred
  • Bachelor's Degree in Computer Science, Engineering, Business Administration or related field

Job Summary:

The Transit Asset Management Analyst supports the monitoring and management of Washington Metropolitan Area Transit Authority's (WMATA) Transit Asset Management Business Systems. The incumbent performs transit asset management data management activities in support of the overall transit asset management strategy. Incumbent supports the identification, review and implementation of all transit asset management system changes, enhancements and upgrades by evaluating stakeholder business functions, analyzing business requirements, recommending system controls and supporting end users' understanding and proper utilization of Computerized Maintenance Management (CMMS) Applications and Transit Asset Management Systems.

Essential Functions:
  • Assists in determining transit asset management objectives by evaluating business functions, gathering information, and evaluating output requirements and formats. Supports transit asset management plans for stakeholders.
  • Recommends systems and data controls by identifying problems and writing improved procedures - analyzes requirements and functional designs and recommends system controls and protocols. Assists in writing departmental and organizational guidelines and procedures to provide governance of CMMS applications and transit asset management.
  • Creates functional designs by analyzing requirements, constructing workflow processes and diagrams, reviewing system capabilities, and writing specifications for transit asset management systems. Supports and reviews stakeholder requests to existing systems capabilities.
  • Monitors and reports on WMATA transit asset management business systems. Communicates with asset system owners and users to improve business systems by developing functional designs for new or improved system integrations within transit asset management systems. Conducts transit asset management training to asset owners and system users while writing and maintaining system documentation and guidelines.
  • Supports transit asset management projects by monitoring progress to resolve problems and prepare progress reports. Supports activities that ensure comprehensive and consistent transit asset inventories, nameplate and other data across all WMATA asset groups in support of on-going tracking of transit asset life-cycle costs through the life of an asset.
  • Prepares report design specifications by collecting, analyzing, and summarizing information. Translates and communicates business user system requirements and needs to the information technology department, employing appropriate change management methods for system changes and implementation.
  • Provides system support for periodic transit asset condition assessments performed across each of WMATA's transit asset groups in accordance with FTA/TERM guidelines. Supports departmental subject matter expert meetings.
