This position is located within the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet), Office of the Chief Information Officer (OCIO), IT Operations and Services Division and will serve as a Network Security Administrator.

The major duties of this position include, but are not limited to the following:

1. Providing network security administration and operations of the FirstNet network infrastructure and supporting systems performing the following activities: providing Tier II and Tier III hardware and software support; network transport and network security systems located onsite, at regional facilities, and multiple data centers.
2. Providing technical oversight, management, installation, configuration, maintenance, monitoring and administration of network infrastructure to include routers, switches, firewalls, wireless access points, management and monitoring tools.
3. Maximizing network performance by monitoring performance, troubleshooting network problems and outages, scheduling upgrades, and collaborating with the Director of IT Operations and Services on network optimization.
4. Serving as a subject matter expert on matters pertaining to computer, network and communications security, information and cybersecurity, and general oversight, compliance and training in the IT security area and how they apply to FirstNet, other bureaus, and customer liaison activities.
5. Developing network equipment lifecycle schedules to include cost estimation.

The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information

$112,015 - $172,075 per annum

  • Qualifications

    To qualify for this position, you must meet the (1) Basic Requirements AND (2) Specialized Experience as described.

    (1) Basic Requirements:

    Individuals must have IT-related experience demonstrating EACH of the four competencies below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND

    (2) Specialized Experience:

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate to the position.

    To qualify for the ZP-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZP-III or GS-12 grade level in the federal service, or comparable experience not gained through federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as demonstrated experience with the following:

    1. Providing technical oversight and administration of network devices to include routers, switches and next-generation firewalls (NGFW) in a multi-regional environment with highly available and redundant network connections that comprise of Multi-protocol label switching (MPLS) and Managed Trusted Internet Protocol Service (MTIPS) services;

    2. Deploying Internet Protocol Version 6 (IPv6) using Dual Stack approach or similar;

    3. Managing network infrastructure for both on-premises as well as cloud environments such as Microsoft Azure; AND

    4. Administering and managing Cisco wireless LAN Controllers and Cisco Identity Service Engine (ISE) for Authentication, Authorization, and Accounting (AAA) and endpoint posture assessment and remediation.

    Education

    You may not substitute education for experience at the ZP-IV level.
