Position Description Title/PD#: Human Resources Specialist/PD00305A, PD00306A, and PD00307A
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Public speaking is required therefore employee must be able to travel.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The HR Specialist will serve as a subject matter expert in recruitment and placement actions as well as serve in an advisory capacity in technical recruitment and placement actions.

DUTIES:
  • Analyze and report human resources staffing data
  • Interpret federal staffing and placement laws/policies
  • Prepare/release job opportunity announcements
  • Identify/resolve complex recruitment and placement issues
  • Assist stakeholders with crediting plans/job analysis
  • Ensure regulatory compliance of staffing and placement actions
  • Advise on pay setting/general compensation issues
  • Advise stakeholders on assessment and staffing needs
  • Make qualification/eligibility determinations of prospective employees/job applicants
  • Apply a wide range of HR concepts, principles, laws, regulations, and practices to include OPM requirements, VHA specific policy for Title 5, Hybrid T38, and full Title 38 positions

Qualifications

To qualify for this position, applicants must meet all requirements at the time the request to fill a vacancy is received.

For the GS-09 level:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves creating job opportunity announcements, conducting qualification determinations within various applicant pools; and consulting with hiring managers on recruitment needs.
OR
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree; OR a LL.B or J.D., if related. Education must be in a field that has enabled the applicant to have the knowledge, skill, and ability to perform the work of the job at that level. Transcripts required.
OR
Applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-09 grade level. Only education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-09 level.

For the GS-11 level:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves writing job analysis/assessment, creating job opportunity announcements, conducting qualification determinations within various applicant pools; and consulting with hiring managers on recruitment needs.
OR
Applicants may substitute education for the experience required to qualify at the GS-11 level: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or L.L.M., if related.
OR
Applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. For the GS-12 level:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves mentoring junior HR Specialists, writing job analysis/assessment, creating job opportunity announcements, conducting qualification determinations within various applicant pools; and consulting with hiring managers on recruitment needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment. Additional information

COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
