Oversees the work of the Office of Administration personnel and serves as the principal advisor to the Managing Director on all administrative matters. Plans and directs the work efforts of the Office, supervises its subordinate organizations, monitors its workload, formulates its budget and provides training and employee development.

Assists in the effective management of CSB programs and participates in CSB policy determinations and program formulations. Develops and implements plans, programs, policies and procedures for the Office and the Agency.

Recommends new or revised programs and procedures in general management, administrative management, supervision, and communicates their effect on operational programs. Consults with and advises Agency managers and supervisors about management problems and describes actions to eliminate or minimize such problems to increase overall management efficiency.

Develops strategic and annual operating plans for the implementation of short-term and long-term objectives.

Provides the leadership to establish an environment that facilitates collaboration and the accomplishment of goals and strategies, and promotes and implements principles, standards, policies, procedures, services and systems that improve the management of the workforce of the agency, as well as managing the agency's business processes and information systems for establishing agency-wide policies and procedures. Identifies potential problems and directs the development of contingency plans.

Assesses administrative programs to identify, recommend and implement necessary changes and initiatives to increase efficiency and effectiveness, maintain effective systems of accounting and administrative controls and ensure changes are achieved timely and effectively to the overall benefit of the agency.

At the GS -15 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to 1. Coordinating the development and implementation of organizational programs, systems and polices; 2. Managing the analysis and planning of programs and resources (i.e., budgeting, acquisitions and/or Information Technology (IT)) for an organization; 3. Developing, overseeing and implementing HR programs (i.e., staffing and employee relations, performance management); 4. Working with internal and external stakeholders to meet mission and program requirements; and 5. Directing the work of subordinate staff (i.e., assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.).

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
