  • Manages recruitment and program operations, organizing work and setting priorities.
  • Supports the Chief of Staff (COS) and works in conjunction with the HR to craft operational program guidance to ensure that recruitment/retention strategies are planned, developed, and implemented to identify, prevent, and correct Provider staff shortages.
  • Reviews and analyze workload data throughout the aligned COS services and make recommendations regarding resource utilization.
  • Provides direction, and guidance for service Managers, and/or Chiefs and staff on issues related to the applicable Title 38 occupations; and assist with overcoming and resolving the VHA's recruitment and retention barriers.
  • Evaluates techniques, which may require modification to satisfy an extensive range of variables within the facilities local labor markets and correlating partners.
  • Serves as a liaison for all significant Physician recruitment events in the local community.
  • Coordinates program activities involving providing information and direction to COS management, applicants, universities, colleges, and medical institutions.
  • Accountable for developing, updating, monitoring, and analyzing performance or outcome measures for all recruitment/retention strategies, including budgeting for contract staff.
  • Coordinates and follows-up on recruitment requests to the Resources Committee.
  • Monitor vacancies and approved position stats.
  • Works with HR to provide data which entails tracking and trending progress, measuring identifiable indicators against the element put in places as goals and/or objectives on emphasized performance areas for the service.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Specialized Experience: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position. Specialized Experience: Experience managing projects and developing programs with responsibility for data collection, management, and reporting and experience developing policies, reports, and correspondence.
